The Government also solicits money from the big bankers of the country in exchange for its Treasury certificates of indebtedness and pays therefor, interest at the rate of 6 per cent, three tisnes what it gives to the postal savings depositor. The postal savings shanks are open to alj but the certi ficates of indebtedness are avail abje only at the banks. There ought to be some way devised and put in to operation by the Secretary of the Treasury by which every citizen could have the privilege of subscrib ing to every issue of Government securities, with no partiality for the big moneyed interests when the offerings are to be marketed.
