There were at least two Populist papers in this state that did dare to ex pose the corruption of a fusion boodling administration sailing under false colors CHASE STILL RULES AND THE PEN IS THE HELL HOLE KANSAS Every blind cell and solitary cell in the penitentiary was full of prisoners this morning when the Chase inves tigation opened The reason of this was that witnesses were wanted Twenty five or twenty six subpoenas were issued the night before and five of the prisoners were put in the cells after tney were subpoenaed When the time came for bringing them out the deputy warden took an obstinate stand He said it was against the prison rules to bring prisoners out while they were under pun ishment The trick that had been played was discovered by the committee They issued a demand for the pro duction ot the punishment records ana when tney were brought in it was revealed that these witnesses had been clapped into the dark cells as soon as it way found that their evidence was wanted The committee consul! nd and decided to postpone the examination of convicts for a time Deputy Warden Markham was first called He gave a description of the manner of punishing prisoners des cribing the solitary confinement process and the blind cell He said the fare for prisoners undergoing punish ment was usually bread and water Henry Dryden superintendent of the prison farm testified that' all produce from the farm goes direct to the storekeeper but on cross examination he testified that from time to time he had by permission of Warden Chase delivered vegetables to friends among the officers He was asked to find the hem of hogs which he had as serted was on the inventories It could not be found He was then sent by the committee and to search dili gently till he found it But he returned and the said hogs were not inventoried as far as the record showed He could give no reason why he should have forgotten to put these hogs down He admitted carrying vegeta bles from the farm to the Chafey family instead of de livering them to the store The last witness put on the stand was an intelligent young colored man called George Gray who has been in the penitentiary for two years He had been he said in the dark cell from ebruary 24 to ebruary 28 1894 when the weather was the coldest of the year His feet were frostbitten His shoes and coat had been taken from him He appealed to Tom Purcell and promised to obey the rules of the institution if they would show him some mercy but Purcell said: None of your talk I will give you a good dose I will Jet you and Jack rost have it Robert Malone in the next cell was also frost bitten They went to the hospital and com plained but were turned away Bowman took them and their feet soaked in warm water His feet were badly swollen for three weeks and officers said he must either go into the mine and work orback into the While in the blind cell tney had but one meal a day half a pound of bread and a quart of water The witness said he had heard a convict called Wade clubbed by Hough till he called for help He saw him next day and his head was cut in two places This concluded the business of the day and the committee adjourned until this morning at 8 It is worthy of note that not one word of complaint has come from the state institution presided over by the Populist fighting parson Rev Todd We hope nobody will be unkind enough to suggest that it may be because the inmates under his care are Capital The Rev Todd will stand the test of the light of day every time He is a man and was selected to give a sav ory administration the semblance of respectability I.
