Green has been violating one of the ordinances of the city for years and you can scarcely wonder that he is against the absolute enforcement of the laws, but it does seem queer that he should single out certain classes and not do his whole duty impartially.

I have never before seen an official who had the nerve to declare that he would not enforce a law and if there is no way: to reach an official who disregards his plain duty, then it is time some way was made.
