John Gutherie, of this city, and Prof. James II. Canfield of tlie State University of Lawrence, on tlie organization of a branch of the National Civil Service Reform Club, in Tope-Ha and throughout Kansas, is worthy of vary careful perusal. It shows that civil service reform is much needed in our state and local offices. It is another strong evidence that St.

John and his clique is not fit to longer be trusted with the reins of State Government. We are glad to see such strong and pure men as Gen. Gutherie aud Prof. Canfield, declare against the present corrupt, fanatical, selfish and unfit head of our State government. They will both undoubtedly support Ex-Governor Charles Robinson, the ablest, purest, and most competent Governor, Kansas ever had.

Russell, Lawhetux, Mv Dear I have seen it stated, in the newspapers that there was a club, organized iu your city for the purpose of promoting reform in the civil service of the country and that you are a member of that organization. Presuming that you have some printed matter belonging to your society for distribution, I wish to ask you to send me a copy of such matter if convenient.

I have no sympathy with a reform that would relegate one set of faithless officers to private life for tlie purpose of supplying their places with others no more faithful and conscientious in the discharge of their public duties- The only safety for a Republican government is au honest, zealous care on tlie part of the citizens of the state for the purity of the civil service, and constant care that the public servants do not become the masters of those who intrust them with their commission muninents or of office. The history of the race teaches us that it matters nothing what the form of the government may be, or what party is clothed with the administration of public affairs, such public servants, in tlie course of time, tend towards the point where the public service becomes tainted with alfflses and to prevent abuses in the public service, or to reform the civil service of tlie state and nation is the highest duty of every citizen, as I understand his duty. This can only he done by quickening the public conscience and an appeal to the ballot box. I need not say there are abuses in the civil service of this state and in every city and county within its borders, and it is patent to every thoughtful man, Reform the civil service in this state and the burthens that are laid on the tax payers will be very much easier borne. Within a few years state conventions have been held at tlie capital by county clerks, clerks of the district courts, sheriffs, and county attorneys.

When railroad men meet for consultation, or bankers meet, or the farmers hold their meetings to protest against high railroad tariff's, we know what they mean. Does any thoughtful citizen nped to be told that these county officers meet without a purpose. It is my opinion there is a field of usefulness for all who favor tlie reform of the civil service in Kansas. Very truly your friend, John Guthrie. Lawrence, Oct.

17, 1882. Hon. John Guthrie: Dear Sir Mr. Russell handed me your letter to him on the subject of the organization and work of our Civil Service Reform Club. In response would say that as yet we have accomplished very little except in the way of attracting public attention to this work, ami enlisting the interest of some of our best citizens.

The general object of the club can be best stated in the closing words of the first clause of our constitution. Te advocate all appropriate measures for securing integrity, intelligence, efficiency, good order, courtesy, and due discipline in the civil service. We include both the nation and tlie state. We have printed very little matter except that enclosed, which will speak for itself. We have purchased and distributed considerable matter.

We have secured a fair subscription to the Ci oil Service Record, a paper published at Dos ton, monthly, for twenty-five cents per annum. The matter has been brought to tlie attention of tlie older students of tlie University by making them on application honorary members of the association, and by tlie offer of a prize for the best essay or oration on this topic. We are not pledged to any special effort being made as, for instance, ttie Iendleton bill-hut are at liberty to work where and as he please so long as we keep tlie end in view. Of course as we study the question more we tend to unite in choice of method. The club is strictly non-partisan in its membership and organization, and no party questions tire allowed in our discussions.

That is, party questions as such. We meet once each month unless oftener called together. We try to have an open meeting once in a while with a "set address. We are wjitntiwj, hoping that the future will show some fruit. I have asked Mr.

Rotts, the secretary of the National League, to send you some document, and we hope that yourself and those who think with you will be inclined to set the ball in motion at the capital. It'is a movement sadly in need of the support of all right minded citizens. Hardly anpthing more so appropriate just now. It might he proper to state Unit we generally agree that party lines need not he drawn in strictly local affairs. 1 shail he glad to give you any further information that you may wish, and we shall he very glad to learn that you have thought favorably of a branch association iu Topeka.
