Stephens has been compelled to give up the chairmanship of the agitation department of the Federation. A ravine or draw averaging fifty feet wide meanders through the center from the north to the south, cutting it up so badly that there are but few good natural building sites, and it would cost all the lots are worth to grade the north and south street. The very conditions that make this tract undesirable for residence purposes make it highly desirable for park purposes. A park is incomplete without water and needs a rolling surface for best effects- Both these conditions are fairly well met in this proposed park. An embankment eight feet high at the deepest part, along Sixteenth street, will give a pond or lake covering half a block, and extending north one block in length. Two other ponds can be put in between the lone honey locust tree near Fifteenth street, and the honey locust grove near Fourteenth, a little over a block in length.

The area of these two will cover half a block. The embankments can be made driveways. The run-off water of one heavy thunderstorm will fill them and by tapping the spring about fifteen or twenty feet below the surface in the Fourteenth street sewer enough water can be kept running into two of the lakes to supply the surface evaporation. The long shore line of these lakes will furnish the ideal condition for growing successfully, a majority of the shrubs adapted to this climate, and it will be a simple matter for the landscape artist to devise storage reservoirs that can be made an ornamental feature and these can serve a useful purpose in pushing the growth of the trees, shrubs and Sowers, and lawn grass over the future park. The city should secure title to this while intact.

Then its citizens will have a chain of parks inside of the city from Sixteenth street on the south to Garfield park on the north, with the City park midway, near the bridge. The first thing is to get the title, then the improvement of all can go on at the same time. Topeka will make a great mistake if it allows this opportunity tor so fine an inside park to pass beyond its reach. It can never be bought so cheaply as now. The staying and fighting qualities of rhe Kansas regiment is a testimony to temperance Kansas for no habitual drinker could stay one hundred and fifty-three days on the firing line in the Philippines.
