TOFElxA, This placets situated on the Kansas Rivet exactly midway between its mouth and Furt Kiley, where the river is formed by the confltnace the Republican ana Sinoky Hill forks. It is more nearly centml of the settled portions of Kansas than any other town in the Territory; and must for a long time, if not always, enjoy the many advantages growing out of this circumstance. It is also central of one of the largest unbroken tracts of beautiful, healthful, and productive farm claims of which the Territory can so justly boast. Its local natural advantages are unsurpassed. The pnrest water eau either be obtained from the living fountain, or by the sinking of wells to a depth less than twenty-five feet.

Stone for building purposes, of the finest quality and in exhaustless quantities, abounds wtthin the city limits-Bnck of superior richness of coloring and hardness of finish, are furnished at the yard at less than Bix dollacs per thousand The purest limestone and sand for building can readily he procured within the city limits and the immediate vicinity. Within a range of three miles from the city several veins of stone coal have bpen opened which our smiths pronounce but little inferior to the Pittsburg, coal. Convenient to Topeka there are large tracts of excellent timbered lands; among whioh are the much talked of hull-breed Kaw Lands and which are acknowledged to contain Jhe best timber in the Ter ritorv. Printed forms of poll books, tally papers and tiekets will I furnished to the officers of each election precinct. The importance of the election will doubtless induce you to observe the forms transmitted, and scrupulously to adhere to the rules herein recited. It is confidently expected the people of Kansas will be permitted to exercise the right of suffrage upon vital a subject as their first Constitution, without interference from foreign invaders; if, however, you are disappointed, and any attempt should be made to pollute the Ballot Box by force or otherwise, the judges will unhesitatingly exercise the authority vestoc in them, and adjourn or remove the polls to such time and place as in their judgment will secure a legal election. WE Propose publishing a newspaper of the above title, at the town of Whitfield, K. weekly. Terms-one dollar and fifty cents, payable upon the reception of the first number. It is usual for ediiois in soliciting patronage for a new paper, to set forth in a lengthy prospectus its intended peculiar merits, as welL as their political creed. This usual courtesey we beg leave to omit on the present occasion, only, so far as to say, that we design to render the paper as useful to all classes of persons, on all subjects, as our ability ill admit.

We shall arrange through Coi respondents to report the settlement and prosperity of the different sections of the Territory. In politics we are decidedly anti slavery angl shall support an immediate State Government. Sep. all of whom shall be' sworn or affirmed to discharge the duties of their respective offices impartially and with fidelity and the judges and clerks shall have power to administer the oath or affirmation to each other; and the said judges shall open said election at 9 oclock A. at the place designated in each precinct in this proclamation, and close the same at 6 oclock P. M.

In case any of the officers appointed fail to attend, the officer or officers in attendance shall supply the vacancy or vacancies; and the event of all of them failing to attend, the qualified electors shall suDply their places. And the said judges shrill make out returns of said election, seal up and deliver to the Chairman of the Executive Committee the same w'ithin TEN DAYS after said election. If at the time of holding said election it si all be incorve. nient on account of any cause whatever that would disturb or prevent the voters of any election precinct in the Territory from the free and peaceable exercise of the elective franchise, the officers are au. thorized to adjourn said election to any other precinct in the Territory, and to any other day they may see proper of the necessity of which, they shall be the exclusive judges; at which time and place the qualified voters may their ballots.
