Then if the Municipal Assembly grants these franchises, a belt line will bo built that all roads can enjoy and that will afford all switching facilities that will be required, in short that the East E.id Association shall take on itself the work of providing common terminal tracks that the present roads may use, or that any road that ever comes in the city can use by paying a pro rata of the cost of building the tracks, and of the original outlay to date.

The plans are for the most part experimental and very extensive, and to carry them out will involve an outlay of from $15,000,000 or $20,000,000. The central idea Is to tear away all the old buildings now facing the river back to the west line of Commercial street and at some points to the east line of Main street, the building out of a levee to the water line on a level with Commercial street, and making track connections with a grand system of warehouses to be built on Main and Second Ross of Lawrence, Rev.
