"The World' 8' Bureau of Justice. The New York World, in securing the exposure and conviction of "Astrologer" De Leon, In New York, for the crime of decoying young women to a horrible fate on the Isthmus of Panama, has done the community a favor which only a newspaper, and only an energetic and fearless newspaper at that, can accomplish. The DeLeon case, the report recently made to the Michigan Legislature, the facts in regard to a like traffic between England and the Continent, first laid bare by the London standard and later by the rail MM Gazette, have all shown that the easy communication offered between place and place and country and country, under modern conditions, has greatly increased the dangers to which ignorant and credulous women are exposed. To protect them against this peril the only sovereign safeguard is publicity, pitiless publicity, and the New York World docs about as much to provide publicity on a wholesale scale to retail purchasers as any concern we know. There are about 1,200 periodicals of all sort which enjoy a circulation of more than 5,000 copies each. The increase in the weekly rural press, which comprises about two-thirds of the whole list has been most marked in states like Kansas and Nebraska, where the gain has been respectively 24 and 18 per cent. Kansas also shows the grcateat gain in daily newspapers. The weekly press is gaining la Massachusetts, while-the magazines and other monthly publications are losing ground there. The tendency of such publications toward New York city as the literary center of the country, is shown by the establishment here of not less than twenty-three monthly periodicals during the year.

Some of the curiosities of newspaper statistics are worth a paragraph. There are seven hundred religious and denominational newspapers published in the United States, and nearly one-third of them are printed in New York, Philadelphia, Boston, and Chicago. New York is far ahead in this respect, but Chicogo leads Boston. Three newspapers are devoted to the silk-worm, six to the hone -bee, and not leas than thirty-two to poultry. The dentists have eighteen journals, the photographers nine, and the deaf and dumb and blind nineteen.

There are three publications exclusively devoted to philately, and one to the tarpsicborean art. The prohibitionists have 129 organs to the liquor-dealers' eight. The woman suffragists have seven, the candy-makers three. Gastronomy is represented by three newspapers, gas by two. There are about six hundred newspapers printed in German and forty-two in French.

The towns wldch have most French periodicals are New York, New Orleans, and Worcester, Mass. four apiece. There are more 8wedisn prints than French. Two dally newspapers are printed in the Bohemian tongue. The toughest names are found among the Polish.

Ever test fa tbi Most caller except those reserved foe the diplomatic corps, the family of the presl-dent, and the ladles and press association! were filled this morning when the senate wai called to order, and Mrs. Logan and her son, daughter and friends to the number of twenty-five, occupied seats in the private gallery." The chaplain, in his prayer, alluded to Senator Logan, asking that those who had turned front the open grave with sympathising hearts might ever be filled with the spirit of Him who was touched with a feeling ol human Infirmities. As soon as the journal was read Mr. Culloro rose and offered a resolution that, as an additional mark of respect to the memory of Jonh A. Logan, long senator from the state of and a distinguished member of this body, business should be suspended in order that the friends and associates of the deceased might pay a fitting tribute to his public and private services.

He then proceeded to address the senate. It had seemed as if Logan could not die, and yet, in a moment, In the twinkling of an eye, God's finger hsd touched him and he slept. Almost without warning he had parsed from strength to weakness, from life to death and decay. Had he lived until to-day 61 years eventful, glorious years would have rested tbelr burden as a crown upon his head. The oulogy closed with the quotation ending: "KesC soldier, statesman, rest; thy troubled life is o'er." Mr.

Morgan spoke of the proceedings of the dsy as 4 "not an unmeaning ceremonial." He did not think of Logan as of a force that had l-assed away, but as a living energy, still ute-ful in the great purposes of the divine economy. Mr. Edmunds said that when he first made the acquaintance of General Logan (some 20 years ago) in the conference committees of the two bouses, be was struck with his character of candor, simplicity of statement, clearness of opinion and Anglo-Saxon persistence in upholding an opinion once formed that made the British ancestors and the American jople the strongest forces of civilization. General Logan was entitled to highest praise for these qualities. Now bethought of him, not as dead, but promoted, leaving them to mourn hfa departure, not for his sake, but because his conspicuous example and conspicuous experience in pubiic affairs and the wisdom ol his counsels were withdrawn.

Mr. Mauderaon spoke of the brilliant military qualities of General Logan. He had first seen him in front of a confederate position on Kcnesaw mountain. The sight was an inspiration. In action he was the very spirit of war, and bis mere presence would make a coward fight.

Mr. Hampton said that none was more willing to pay due tribute to the memory of General Logan than were those who bad been hta jtfilitlcal opponents. As a democrat, a southern man and a confederate soldier, be was culled upon to speak of Mr. Logan as a republican, honored by his party, a northern man who had given his Mood to prove the sincerity of bis convictions and an a federal soldier. Mr.

Allison said that few of this generation in this country hud achieved a more illustrious career than General Logan. He bad linked his name tmpcrbtbably with the mllltaiy achievements that had resulted in the restoration of the union and hsd borne an honorable part in the legislation which had seemed uecesnary for its perpetuation. Mr. lluwley said that a stranger, observing General Logan in the senate, would have said that the prominent feature of his character was He snuffed the battle afar off; he never lagged in the rear of the column, never shirked a combat and even went out to look for it- He was quick and strong in his likes and in his dislikes. He scorned double-dealing, cowardice and meanness, but he did not hate anybody.

He had been classed, perhaps not unkindly, as a political general. It was a political war, and he was as strong in the field of battle as 1n the Held of xlltlcs. So also were Baker, Garfield and Frank Blair, lie was no agnostic. He hud a creed and a purpose on every imaginable subject. He did not assume all knowledge, but what he knew be knew that he knew.

lie always wanted something, and he wanted it very much in earnest. He was Indeed (as General Sherman recently said) a knightly figure In battle. He was an ambitious man, politically; and he had right to be and )ie had won a high place in politics. Mr. Snooner spoke of the marvelous personal magnetism and daring of General Logan, which communicated itself to a whole armr and turned defeat Into victory.

By common consent he stood the Ideal volnnteer soldier the war. Among a million of brave men then) was but one John A. Logan. He was a leader by divine riirbt. lie whs a proud man, too proud and delicate to claim tlie pension which was his due for wounds and exposure in the battle field.

But he bad an abiding faith that should he be called away before his wife, the people whom he had served so long aud so well would, not grudgingly, but cheerfully, pay their debt of honor to her. Mr. Cockrell said that however he had differed with General Logan, he bad respected, admired, loved and honored him for his many noble, generous, magnanimous and chivalrous qunlitles of head and heart the distinguishing attributes of the true soldier and great man, among all nations and tongues. Mr. Frye said that senators had to-day brought and would bring garlands ana wreaths with which to decorate the grave of the dead soldier and senator.

He should content himself with offering a single flower. Logan was an bonert man. He did not mean by that that he would not steal nor bear false witness, and that he bad not "an Itching palm," but he meant that he had an honest mind, an honest purpose and an hone6t habit of thinking, lie meant that he had never played tricks with bis mental machinery to serve hi own ends and his own purposes, and never attempted jugglery with it. He permitted his mind, in spite of his ambition, his prejudices, his jealousy and his passions, to go straightforward in its operations; and the result was confidence, followed always by earnest, determined and Intense action. It was that which constituted Logan's strength in the senate, in the army and with the people.

Within a few days he had seen an item floating in the press to the effect that during the republican national convention In 1S-S0, when it was apparent that Blaine could not be nominated. Senators Hale and Frye had visited General Logan and tendered to him the support of their friends for the nomination if he would accept the candidacy. Of course that was a myth. Senators Hale and Frye knew Losran too well to undertake to bribe him from his allegiance to Grant. In conclusion he said: "Logan was a fearless, honest man.

May our dear Lord give him a blessed rest and a glorious Immortality." Mr. Plumb said that no one would deny to Mr. Logan the rare gifts and virtues which make their possessor cousplcuous anywhere; his zeal resistless, bis energy intense, his industry tireless, his intellect clear and incisive, his courage unshaken in any and every circumstance, his loyalty to truth and duty undoubted and bis fidelity to friendship, in these days of self seeking, almost phenomenal. Mr. Er arts said the looms of time were never idle; the busy fingers of the fates were ever weaving, as in a tapestry, the many threads and colors which made up men's several lives, and when these were exposed to critics and admirers there would be found few of a brighter color or of a nobler pattern than that of John A.

Logan. Mr. Sabin said be would treat the subject from a personal standpoint and from his own impressions and experience. He regarded Logan as one of the best of men and noblest of characters. He was a Colossus among the giants of American history, and his individuality and genius would remain impressed on American institutions.

Mr. Palmer said that If Logan had been a Frenchman during the throes of the revolution, he would have been the Dan ton of that day, and his motto that of his great prototype, dare," and by that sign fas would oave saved his country. If born in Switzerland he would have a Winkelrled. If there was to be a distinctive type of the Caucasian race, it would have as a substructure the virtues which bad made the name of Logan famous intrepidity of spirit honesty of purpose, generosity for the vanquished and catholicity of view for all. Senator Ransom was prepared to speak, but the proceedings had already extended beyond the expected hour for- their termination, and be therefore gave way to Mr.

FarwelJ, who after a few remarks moved the adoption of the resolution offered by Mr. Cullom. It was sdopted and the senate adjourned. ers. Our Imported Stock all registered In the Percheren Stud Books of France and America.

Rock Creek Cemetery is really a churchyard on a cemetery scale and is a part of the Glebe, the property of the venerable parish of Rock Creek, and whose vestry dating from 172fi, is one of the oldest corporations in the District of Columbia. The Glebe, the gift of "John Bradford, Gen't of Prince George County, Ma," in 1719, consists of 100 acres of land with graceful undulations, and surrounds the parish church. It is separated from the Soldiers' Home by the Rock Creek Church road. The grounds of the cemetery are elevated aud dry, with many beautiful outlooks, and are capable of high cultivation and adornment. The vestry have spent on the property in the last fifteen years some $75,000, in care and improvements.

For this they have much to show, including handsome drives and walks, a lartre conservatory and the best, vaultage in the District of Columbia. The old church vaults, which are built of English brick, antedate the Revolution. They are covered with ivy and surrounded by gigantic oaks and cedars, pines, firs, beautiful shrubbery and flowers. It is claimed that this cemetery is the largest and most highly improved churchyard in the world. It certainly is a very attractive place, but few people have driven through it, and many residents of the District of Columbia do not know its location.

It la well worth a visit if only to see the old fry-clad church and the large oaks. Washing-Star. A Lucky Honstonian. Houston, Tex.) rost, Jan. Iff, 1887.

A reporter in his daily jaunt in search of interesting matter for the perusal of the readers of the rost, happened into the cigar store of S. Alexander, where he was told that one ot our popular young clothing dealers bad suddenly come into the possession of a large sum of money. Closer investigation revealed the fact that the popular young merchant was Mr. Ben Kiam, of the firm of Kiam and the sum of money was the neat little amount of $15000. Mr.

Kiam, on being interviewed, stated he disliked publicity, but as the rumor had been circulated, be preferred emulating George Washington and Grover Cleveland, and would "tell the truth." "Somo time last month," he said, "I concluded to purchase a ticket in th January drawing of The Louisiana State Lottery Company, and sent my office-boy after one, which I put in my safe. I thought no more about he ticket until tho 11th instant, when Mr. Alexander called at my store and told me if my ticket was No. 91,960, 1 had won one-tenth of the capital prize that his telegram from The Louisiana Lottery Company stated the winning ticket had been sold in Houston. You can hardly imagine the state of my feelings while examining my ticket to see if I really was the lucky individual.

When the truth dawned upon me that mv little investment of $1 had returned me the snug amount of $15,000, 1 felt well. I can't tell you how I did feel. If there are words in the English language comprehensive enough to describe my feeling, they are not at my command." To the question, "Have you got your money?"
