It should provide, 'at the expense of the companies, for a supervision of the business by an authorized agent of the State, charged with the duty of examining into the affairs of all the companies doing or offering to do business in this State, with a view to the detection and exclusion of the false and fraudulent ones, and the protection and regulation of the good and reliable.
