ifATCIIER Sunday January 31, at Salem, Virginia, of Coh.sumi Hatcher. Aged 4(5 years, two months and sixteen days. About three months ago Mr. Hatcher eft here for his old home in Virginia, lelieving that the mountain air of hat country would benefit his health, it soon became evident that he had waited too long, and that he too, must rield to the grim victor, death. The lews reached our city last Sunday light of his death.

In the death of Jr. Hatcher, the church, (of which he a consistent member) has lost a strong pillar. Our town has lost one of its best citizens and his family have lost i kind and affectionate husband and father. The bereaved family have the sympathy of the whole community in their great sorrow. These sections include the requirement that all carriers shall afiord reasonable facilities for the iter-change of traffic with connecting lines, and the prohibition of a greater charge for a shorter than for a larger distance, except when it can be affirmatively established by the carrier that such charge does not constitute an unjust discrimination. Another section requires all carriers subject to the provision of the proposed act to lile their tariffs and classifications with the inter-state commerce commission, and provides that they shall be posted or otherwise published, but leaves to be determined by the commission the manner publication or the places at or between which rates shall be published. rrovUionistnade for enforcing the requirements of tho commission in these respects through courts, and for the maintenance of the rates that may be thus published.
