The Republican Convention for the State of Massachusetts, called to select four delegates at large to represent the party in the Chieagr national Convention, met in Mechanic's Hall, in Worcester, yesterday at noon. 1. When you met here four years ago for a similar purpose, the great rebellion had not been subdued, and contending armies were still in the field. You then instructed your delegates to make proclamation to the whole country that Massachusetts was opposed to any compromise with Rebels in arms, and wished lor no cessation of war until the hour of their defeat and submission. We reproduce to-day the letter of Thomas Carney, side by side with the article in the New York Tribune, from which it was stolen. Thomas Carney goes into the fight for the Governorship with this monstrous lie nailed upon his record with this deliberate insult to each individual in the State staring him in the face. All locks and seals required by law shall lie provided by the Commissioner of Internal Revenue at the expense of the advisable. Sec. 2r. And be it further enacted, That the books of tax-paid stamps issued to any collector shall be charged to his account at tbe full value of the tax on the number of gallons represent ference thereto noted on the original, as the assessor may direct; and any supplemental plan and description shall be executed and preserved in the same manner as tbe original.

Sec. 10. And be it further enacted. That immediately after the passage of this act every assessor shall proceed, at the expense of the United States, with the aid of some competent and skilful person, to be designated by the Commissioner of Internal Revenue, to make survey of each distillery registered or intended to be registered for the production of spirits in his district, to estimate and determine its true producing capacity, and in like manner shall estimate and determine the capacity of any such distillery as may hereafter be so registered in said district, a written report of business is to be carried on, stating his name and place of residence, and if a company or firm, the name and place of residence of each member thereof, tbe place where said business is to be carried on, and whether of distilling or rectifying. And if such business is carried on in a city, the residence and place of business shall be indicated by the name of the street and number of the building.

In case of a distiller the notice shall also state the kind of stills, and the cubic contents thereof, the number and kind of boilers, the number of mash tubs and fermenting tubs, and tbe cubic contents of each tub, the number of receiving cisterns, and tbe cubic contents of each cistern, together with a particular description of the lot, or ract of land, on which the distillery situated with the same for deposit in such warehouse, under such rules and regulations, not inconsistent herewith, as tbe Commissioner of Internal Revenue may prescribe; and said entry shall be in triplicate and shall contain the name of the person making the entry, the designation of the warehouse in which the deposit ia made, aud the date thereof, and shall be iu forms as follows: Entry for deposit in distillery ware-bouse.
