It has established a svstem of spies and official episonage, to which no constitutional monarchy of turope would now dare to resort It has abolished the right of appeal on important Constitutional questions, to the supreme judicial tribunal, and threatens to curtail or destroy its original jurisdiction, which is irrevocably vested by the Constitution, while the learned Chief Justice has been sub- Iectei to great and atrocious calumnies, mere-j secause bi would not prostitute his higo office to the support of tbe false and partisan oharzes preferred against tbe President. Its corruption and extravagance bas exceeded anything know, in history, and by its fraud nd monopolies it han nearly doubled the burden of tbe debt during the war.
