This last act of 1863 only follows previous precedents', in claiming for the legislative branch power to regulate appoin tments, and it provisions whenever in conflict therewith repeal thoS of -the act of 1795. It is a reasserrion of the power of the Legislature to control this jyhole subject. The act of 1867 'completes the-history this and leaves no excuse for doubt in any mind. By necessary implication it repeals the act of 1789, and 1795, and regulates anew the tenure under which offices are held. Bingham closed his speech at half-past 2 o'clock, in an eloquent- manner.

As a whole, it will affix the stigmaof scorn and contempt upon many of the actors in the drama, which time will not erase and which will ever distinguish them, like the murk of Cain, from nil mankind. do right, and like it did in the days of tt-O i 33 rrl I catch his closing remarks. VV hen' he concluded, an unrestrained round of applause broke forth from the occupants of the galleries, lasting some minutes. The Chief ustice rapped and the Sergeant at Arms called londly for order, but the applause was unchecked, and the galleries continued to applaud Mr. Bingham's speech.

The Chief Justice arose and ordered the galleries to be cleared, but no one moved. Senator Grimes insisted that the order of the Chief Justice should be enforced; and in this Senator Trumbull united. The galleries commenced to hiss loudly, and the Chief Justice again arose, but he was greeted with loud hisses. Never before was such a scene witnessed in the Senate Chamber. Cameron took sides with, galleries, and moved that the order clearing them out be suspended.

The Chief Justice refused to entertain it, and in a very emphatic manner called upon the Sergeant at Arms to see that the galleries were cleared. Policemen then forced themselves inside the galleries and commenced to move out the vast assembly. In about twenty minutes all the galleries were cleared excepting the reporters gallery. The reporters, numbering about sixty, did not stir; but maintained their position. The chamber soon became quiet, and Senator Morrill, of Maine, then arose and 2 a old Hickory, defy the money changers, and scourge them from the Temple of Liverty which they defile.
