G. F. Grattan, attorney of the board of railroad commissoners, in a complaint filed late today, asks the board to put in a two-cent passenger fafe in Kansas, the rate to be effective untill it is determined whether the Nebraska two-cent fare law is valid or not. If the Nebraska law sticks, the two-cent rate will remain in force, but if the railroads win the Kansas rate will be brought back to he old basis. The board is riot asked to go into the question of the reasonableness of the rate.
