We also find that the average rate of tax levied for county current expenses, including poor anil bridge are, on each $100 valuation, 40 S-4 cents under Republican rule and only 54 1-3 cents under Populist rule or a little over one-half as much under Populist as under Republican management. The reason the rate of taxation is higher for the above purposes last year and this year than for several years prior is because the enormous surplus illegally collected under Republican rule is used up and we now levy enough to pay the whole expense of the county instead of paying- part with surplus funds on hand All of the taxes levied for currentex-penses, including poor and bridge in excess of 1 on each 100 valuation is illegal, exceeding the amount allowed by law. The Populists have not, as the Republicans did, taxed the people to deposit in the Oswego hanks at a low rate of interest when the county did not need the money. There never was in this county a lower rate of tax than this year for the low as the Judges and Clerks of Election.
