Mr. Randall, a Democrat from Pennsylvania, offered a substitute for this bill, which proposed to issue 300,000,000 ot greenbacks to take up tho National Bank circulation. Through all the legislation of Congress on this subject, covering a period of sixteen years, not a proposition has been introduced looking to the perpetuation of the greenback as the basis of our system of finance, or to the abrogation of the national banking system, that has not been supported by the Democrats as a party, and as persistently and unitedly opposed by the Republicans. To say to the contrary is to say that the Congressional Globe is a lie. The reason is obvious. The system of finance as instituted and defended by the Republican party Is a system of financial centralism, and its perpetuation is'essentiitl to the success of their conspiracy for the conversion of our democratic forms into a political despotism.

The hard money, anti-greenback, national bank system of finance represents the Republican idea of financial centralism, while their troops-at-the-polls and deputy marshal laws represent, on the other hand, political centralismtwo inseparable elements of their conspiracy of centralism and despotism. Thurman, of Ohio, offered the following amendment: Provided, That nothing herein contained shall apply to the obligations known as the five-twenty bonds. This would still have left these bonds payable according to the terms of the contract embodied in their issue. But that was not what the bondholders wanted. They had bought the bonds for fifty cents on the dollar and were determined to have a hundred and their attorneys in Congress voted down this righteous and honest amendment on the plea that it was' necessary in order to strengthen the public credit." There were 12 votes for this umend-nient5 Democrats and 7 Republicans, some of them since turned Democrats by this kind of legislation by the Republican party. There were against the amendment 31 uays-11 Republicans, not one of them a Democrat.

On the final passage of the bill in the Senate, the vote was yeas 42, all Republicans, and nays 13, 7 Republicans and 0 Democrats 3 Democrats not voting, and two of them had voted bill the previous February, making 8 out of the 9 Democratic Senators then in Congress against the bill.
