Gage and Edwin Walker of the Chicago World's fair board to-day laid before the house committee having charge of the subject their new proposition relative to the loan, iu the shape of a bill similar to the pending 5 million dollar appropriation measure, except in the incorporation of a novel provision calculated to secure favorable consideration at the hands of congressmen favorable to the extended use of silver. Under the terms of the bill provision is made for the appropriation from the treasury of $.1,000,000 upon the following terms: The treasury is directed to have coined ten million silver coins of the weight and fineness of the present half dollar, which coins are to be legal tender. Thyy are to be stamped with such inscription as will make them suitable souvenirs of the celebration of the 4 0th anniversary of the discovery of America by Columbus, and are to be paid out in defraying the cost of completing the work of preparing for the inauguration of the exposition. The secretary of the treasury is to purchase silver bullion in addition to the present monthly purchases to an amount sufficient to enable him to comply with the terms of the act and the sum of $4,0.

The Missouri river bottom north of Kansas City, is flooded also and much damage being done. The water is approaching the shops of the Kansas City, Wyandotte fc Northwestern, but no apprehension is felt by the officials for the safety of the shops. Altogether about fifty shanties and larger houses used as dwellings are partly undei water. The occupants have either moved out or are doing so with the aid of large sand barges. The Missouri river is nearly on a level with Harlem.

The water has backed up into the center of the scattering village. Kast of the Winner bridge the flood has inundated the low lands, submerging gardens and truck patches, and has crept stealthily around to the north of the settlement. The Missouri river was twenty-two feet seven and one-half inches above low water mark at 8 o'clock this morning, showing a rise of eight and one-half inches since the same hour yesterday. Dispatches received to-day by the signal service department state that the Missouri river this morning showed a rise of eight and a hilf inches at Omaha and a rise of one at l'latts-mouth. The signal service has also been informed that the Kaw river has fallen a foot and five inches at Manhattan.

This week's Iowa crop bulletin says: The daily average temperature was about ten degrees below normal and the rainfall was generally in excess, ranging from one to three inches. There was not more than twelve hours of sunshine during the week.

The crop situation is becoming serious in a considerable portion of the state. Very little plowing has been done and only a bare beginning has been made in corn planting in the more favored localities. Indianapolis, May 14. The Indiana weather crop bulletin says: Little if any plowing was done or corn planted this week because of excessive rains, and anxiety is resulting. Wheat, oats, grass and fruits are still in fine, promising condition, but dry and warmer weather is needed.

Just as great a sensation as that which was caused by the announcement that ex-Congressman Harrison Kelley had left the Republican for the People's party will be produced in Kansas when it becomes generally known that Colonel William A. Phillips of Salina, ex-congressman from the Fifth district, and heretofore a stalwart Republican leader, is negotiating with the People's party leaders for the publication of his book, Land, Labor and Law," which is to be changed to suit existing conditions and thrown on the market as a People's party caupaign book. He was a scholar in Miss French's Sunday school class, and it was an open secret that he was paying devoted attentions to her and had asked her to marry him. The general executive board of the Knights of Labor, in session here, has decided to boycott a wealthy shoe inanufaf turer of Lynn, because he recently discharged all the union men in his employ and is now running a non-union factory. Arrangements were made to instruct the farmers of the country to purchase only footwear having the registered mark of the united boot and shoemakers. Telegrams from all over the West bring news of floods and their havoc. Every river is more than bank full and all the small streams are torrents, which are adding hourly to the waters of the larger Streams. At this point the Mississippi has passed the danger line and is still rising steadily and an immense amount of damage has been done. Arrow Rock, Saline county, is flooded and thousands of acres of lowlands to have been half crazy from drink for weeks past. and local butchers 56.
