From Lawrence to Fort Scott The Tfe gro Regiments. Fort Scott, April 24, 1863. The Five Twenty Loan. The United States -Five Twenty Loan, which has created some excitement in Eastern financial circles during tjie past few months, ie described ts follows The Bonds bear six per cent interest, payable semi-annuallv in Gold, on the first of May and the first of November. Have twenty years to run, but being redeemable at the pleasure of the Government after five years, are designated.

Five-Twenties. Are issued both in Coupons and Registered Bonds; the former in denominations of 50. 100.. 500. 1,000 the lutter in 50.

100s 500 1.000 j. 5.000s. and The jupon Bonds have coupons attached for twenty years, and are payable and transferable to bearer. The Registered are issued in the name of the purchaser (whose came and residence are recorded on the books of the Treasury Department at Washington), and are only transferable by signature, or power of attorney, before an authrrized Government official. The interest is collected in the same manner at the Sob- Treasury nearest the owner's residence.

Both Principal and Interest are payable in Gold, as provided by Act of Congress. Are (in common with all Government Bonds) free from Taxation by city, town, county or State and the income derived therefrom is subject enly to one-half of the U. S. tax levied upon income derived from their sources. The privilege of conversion at par will cease on the first of July, 1863.

The New Internal Revenue Stamp. The new internal revenue stamp invented by Commissioner Lewis, and probably to be adopted in place of those now in use, will have a border around the vignette, on which are to be printed, at the top, figures represent'ng three or four years, as. '64, '65, and on the sides and bottom the names of the months, and figures for the days, from 1 to 30. The method of cancellation will be to cut out with a knife before affixing a stamp, the whole border, except the letters and figures representing the date at which the instrument is issued. This will of -course render the nse of a stamp twice impossible.

Stamps of a similar character have been suggested for postage. The frauds upon the Treasury, under the present system of Revenue stamps are very great, amounting, according to one computation, to $20,000 in New-York City alone. Whether this be an -exaggerated statement or not, it is certain that the sales of Revenue stamps are daily less, instead of more, as would be naturally expected. The loss to the Government through the nse of cleansed postage-stamps several times are also very large. grumble.
