Their reserves are larger than for a long time. It has seemed strange to some why Wichita banks would weather the storm when others are going down all around us. Henry Clews has written to the Comptroller of the Currency suggesting a change in the National Bank laws, permitting banks to issue notes to the par value of the bonds they hold, and also to issue against the surplus capital of the national banks to the extent of 75 per cent thereof.
