William at St. Petersburg. St. Petersburg, Aug. 20.

The festival of the patron saint of the Pre-obraskensky regiment was celebrated at Marva. The czar and czarini, Emperor William and the others of the imperial parties, attended divine service in the camp of the regiment and afterward in church. Later the kaiser visited the town hall, where he receivedaddresses of welcome. Before the military review the emperor presented the czar and czarina with a splendid carriage. At the luncheon, which took place later, the czar toasted the kaiser and Emperor Francis Joseph of Austria.

Emperor William, responding ia Russian, proposed the health of the czar. The Lttte Cardinal Newman. London, Aug. vC The coffin containing the body of Cardinal Newman was placed upon a catafalque in front of the altar in the oratory at Edgbas-ton. The priests, assisted by Bishops Islsley, Clifford, O'Reilley, Medley and Bagshaw sang a dirge.
