At said meeting, or at some succeeding meeting called for such purpose, said trustees shall make an estimate of the amount of funds needed for buiiding purposes, for payment of teacher's wages, and for payment of contingent expenses, and they shall present to the board of county commissioners a certified estimate of the rate of tax required to raise the amount desired for such purpose. But in no ci.se shall the tax for such purpose exceed in one year the amount of six mill on the dollar on the taxable property of the county, and when tax is levied for the payment of teacher's wages and for contingent expenses only, it shali not exceed three mills or'tlie dollar. Sec. 7. Said tax shall be levied and collected in the same manner as other county taxes, and when collected the couuty treasurer shall pay the same to the treasurer of the county high school, in tha same manner that school funds are paid to the district treasurers, as required by law.

Sec. 8. Sec. 10. When such board of trustees shall have finished a building for said school, they shall employ some suitable person who shall take charge of the same, and teach in the same and shall be known as the principal of such school, and the trustees shall furnish such assistant teachers as they deem necessary, and shali provide for their saleries.

Sec. 11. There shall be provided three courses of instruction, each requiring three years' study for com pletion, namely, a general course, a normal coarse, and a collegiate coarse. The general coarse shall be designed for those who cannot continue school life after leaving said high school. The normal course shall be designed for those who in tend to become teachers, and shall fully prepare any who wish to enter the first year of professional work at the state normal school.

The collegiate course shall fully prepare those who wish to enter the freshman class of the state university, or of the state agricultural college, or of any other institution of higher learning in this state. Whenever practicable, students in these courses shall recite in the same classes. He is now buried so deep that he can never again rise to a positioa of any prominence in any organization, however corrupt ita motives may be, for he has betrayed the confidence of every man in his organization. It is said that Secy. Manning has handed in his resignation and it has been accepted by the President. It now remains to bo seen who will be Mannings successor. Cleveland would like to promote Assistant Secretary Fairchild, bet that gentleman is rather independent politically and the stalwart Democrats say that the President will select one of their number.

If Fairchild ispnt at the bead of the department, they will regard it as a declaration that they are not wanted. Grand Master Workman Powderly condemns the actions in Chicago which caused bloodshed and the death of iuaoy good citizens. He says it is not Knights of Labor but the actions of the heartless anarchists. The Knights as an tion had nothing to do with it and condemns all men who took a part in the desperate work. If there were any Knights in the mob their names should be stricken from the roll booKs of Knights of Labor.

This organization doe3 not hold up for lawlessness. Powderly wants to see law and order, but some of his under officers are not obedient to his commands. The Vicksburg Herald, a presen alive southern paper offers the following timely advice to strikera: About t.veuty-five years ago ths south went ou a strike under Grand Master Davis. Then Uncle Sam went on a strike, and the southern strike, after years of suffering, was ended.
