Liberty and Constitution, 7 -'o Fernandez Leal. City of Mexico, July 29, 1892. il Extensive co-operation is comparatively a new idea. It has always been supposed that only a few true and tried friends could combine to successfully co-operate those who were bound together by ties of relationship, or where such long acquaintance has existed that a perfect confidence bad been established and the parties believed they could follow the same liens and not doubt that equity' would bo enjoyed by all. But.

of late there have been various attempts in ferent parts of the world to practice co-operation on more widely laid plans: Since the great leaders wen, Hoffman, Lovell, et al; have found that it only requires incorporation, strict.rulfcs and a carefully worded constitution to arrange plans for the revolutionizing of the labor world on a peaceful, honorable and just basis, a sudden, bright and beautifully hopeful light has draw-ed upou thousands of minds, who are now studying the new principles with the intention of making them useful, real, far-reaching; in fact of placing the great labor interest of the earth in a position to receive its just and equitable proportion of reward for all it produces; and what is that just quantity? How much is it? Why, bless your ignorant heart, why should it not be all? What right has capital to push its tentacle" into the laborer's pocket and say give' me part of your earnings! Young men and women ought to look ahead sharp and clear up track in front of them'. The older heads do not re quire much time to see the virtues and unties of co-operation and to endorse them; because their experiences of the past, perhaps, assist them in seeing its advantages; and youth is naturally possessed of a great er amount of buoyant hopex which firing the imagination' brings on a state of restless ambition that nothing New York, August 13, 1892. Senor Herrcra to A. KOwen, August 4, 1892. I wrote you yesterday about the appointment, by the Departrndnt of Communications and Public Works, of Senor Ramon Gomez Pena, as Government Inspector for the Topolobampo railroad with a salary of 100 a month.

Senor Gomez Pena is in Mazatlan and I suppose he wiH" proceed to Topolobampo to attend to the inaugu ration or the survovs. The surveys of the railrord were commenced August 15, 1892. A. K. 0.

Department of Fomcnto, Colonization, Industry and Commerce, of the Republic of Mexico. i sec. 1st no. 914 The Mexican Government having accepted the invitation tendered it by the Goverment of the Uuited States, for the participation of Mexico in the Chicago Columbian Exposetion, to be held next year, in Commemoration of Columbus' Discovery of America; this Department has proceeded to make a colection, as numerous as possible of the products and objects which are to be sent to said Exposition. But it is the desire of this Department that the Colonies established in this Republic may also participate and show their productions and industries and therefore, recommend you to do everything in your power in order that the Topolo-'bampo Colonists may concur with their agricultural and industrial products as their cooperation will be highly appreciated by the Government.

I also recommend you that you instruct Colony but a series of years of disappointments, of difficulties, faiiurses, the conpeting against combinations of capital, can cure them of. But young people might be well informed enough, by what they can see and read, not to hesitate longer to put themselves in positions whare thev will receive all the reward there is for their labor, instead fo having to divide everlastingly with the nonp'roducer. Fifty years ago in England capital only had two-thirds of the products, and labor enjoyed the other third; now captial, there, holds eleven-twelfths and labor only onctwelfth. That twelfth had better from a' co-operative society or it will soon be in he 'last with small d'! Belize Independent. Remember that we send you any book published postpaid at publishers prices..
