In the first place it is known that Pratt Center owns the lots On hich Inka once stood, they own a vast number of lots there, Now then, we want to quote you some law atxl tell you It can be found and get the statute unci examine it yourself. The law Is as follows; Sec.1. That for the purpose of ascertaining the compensation to which any person may be entitled under the provisions of section two of this act, thcUOAlWOK COUNTY COMMMSIOXKHS Of the proper counry hall appoint three disinterested freeholders, electors of the county, commissioners, whose duty it shall be to make a just and true estimate, under oath of the value of lots to which any owners thereof may be en titled, and shall tile the same in the office of the county clerk of the proper county; and the full payment of the sum estimated and reported by said commissioners, shall be marie before the seat of justice of such countshall be moved. The above law will be found In chapter 26 page 314 of the statutes of Kansas, 1SS1 revised laws, took effect March 3. Ask your Pratt Center friends, to show you the statutes, and see if we have not quoted it word for word.

Well your aware that Pratt Centerowns the commissioners. The commissioners will appoint as appraisers who ever they dictate, and the appraisers will put what ever price on the vustnuinber of lots in luka owned by the Pratt Center outfit, that they want, and the people of the county will have it to pay for. It will be the biggest steal on record, and lay the 10,000 acre land 'steal In the shade. And it is known-too that the men who owned luka still own it, for they went into bonds not to sell their lots for two years. You will remember that Radabaugh the merchant who re-refused to nio1 stock has a suit now pending in court wherein the Pratt Center outfit sued him for one thousand dollars for violation of His contract.

The men who own the most of luka are Samnel Calhoun Robert Anderson Stevenson O. K. Peak E. P. Williams W.

The question is whether the tax payers, of Any part of the county want to be taxed forthe next five years to put a hundred thousand dollars into the pock ets of these men. It can't be said that the same state of facts woukl be true if the question was on the removal of the county seat to Saratoga, for excepting Mr.

Cooper, who owns some property in luka, not a man here owns a lot in that town. Frank James the Ex-Outlaw, It is easy to understand that Frank James yielded more possibly to the demands of his wrecked constitution when he surrendered himself than to the demands of law and order. He is in very poor health, and there seems from his appearance some foundntiion for the photographer's statment that he is dying with consumption. He has not been well for several years. Last week he visited his mother in Clay connty, and got back home yesterday complaining greatly of the physical torture he was enduring.

His hair is tinning on the top of his h's face is sallow and the bones show, his long nose is almost of the same hue with his yellowish' mustache, and his hands and fingers are almost like those of a gkeleton. The veins that are seen in the hand are frail threads of blue. It Is not easy to believe that these hands for twenty years kept close companionship with deadly revolvers, and that the swift moVment of their forefingers have cost probably 100 men their lives. It Is not easy to think that this fading head with Its thin silken crop of hair is the one for which the state three years ago kept open a standing ofi'er of nor that this frame, now so shrunk that these clothes alinof.t flap against the limbs, has seen the bltteiest hardships and faced the fiercest dangers. If it were not for the unmlstaka-able "bad eye" and the unusual development of the lower facial features, one might easily mistake Frank James fo a preacher suffering from a heavy dose of malaria; but the cold glitter of the desperado's eye Is still thcre the slow, measured speech and the defiant, set expression of the countenance which belongs to men accustomed to value others lives lightly as do they value there own.

On Thursday, October 1st, you will be called upon to cast your ballot upon the question of the moving of the county-sent from luka to Pratt Center. You should take Into consideration the advisability of moving the same. Are the men who wish it moved entitled to Lave It moved? Have they acted honestly with the cltlens of Pratt county? Are they acting for the people, or merely for their own benefit? Who constitute the leaders of Pratt? How long have they lived In Pratt county, and for what purpose did they come hero? Was it for your benefit, or are they a set of land thieves? Are not the persons working for this end a set of mercenary scoundrels? Are they not In this business for the money there Is in it, and for that alone? Can you trust them? Would not a set of men that did not hesitate to destroy luka to till their pockets with gain, steal your property if thev get a chance? Are hey not today already interested in another movement In Seward county, and have already gobbled a school section and started a town cal'ed Hugo? What next" shall we expect of them? Soon they will ask you for forty or fifty thousand dollars to build county buildings and add to your already large debt until our credit will be almost worthless; for they have the cheek of a government Do they look to the interests of the whole county? Saratoga is a town equally as large, and has been In existence since the birth of Pratt county, and still they wish to entirely Ignore her. Anything to satisfy their Insatiable appetite for money making nothing else; for they are entirely devoid of character, honesty or anything else except rascality.

They are robbers, Vote for luka and save your, county from thieves! Kingman County Pair. This Is the week of the Kingman county-fair. There has been a big bill on for the whole week, but, of course, these last days will be more attractive and luroredUi.tf than the firit. One feature is a balloon ascension every day, and another, to some, will be a speech by Senator Plumb, the last dav, the 2nd. Many people fro this county are inat-tendance.

J. F. Blackburn went to Hutchinsonr Monday. The county seat question is the all-absorbing topic this week. Canning dog's tails was a favorite amusement om or two evenings last week.

We know who the leader of the canning gang is, but won't tell. Mr. Nickerson, of the firm of Nicker-son French, wagon makers, had his eye badly burned Tuesday by a Hake of red-hot steel striking it while at work in his shop. A couple of bolts came out of the machinery at the mill this morning and came near doing great damage before the mill could be stopped. If the accident had occurred at night, a big tear-up would have been the result.

John Finani son of Thomas Finan, of this city, died at his father's house Tuesday evening at seven o'clock, of consumption, jur. rinan, deceased, was up and around to within a few days of his death, though It was known for some time by his family and frienda that the end could not be far off. It will not be a great while until the county seat question will settle itself. We leave it to the people, whether It Is they who are moving in the matter, In any part of the county, or if it is not simply a gang of land thieves and speculators over at Pratt Center, who are doing it, not for the purpose of benefiting any portion of the county, but simply for 4he purpose of getting a big steal off of the people, and robbing the county. Chaage in Clerkship not In the Administration But Saratoga.

The clerks of Saratnga can beat the administration in regard to tfie rapidity with which changes are made, to say the. least. Last week a new and yet familiar face greeted you at many of our places of business. We mav not have got them all but not more" than, one or two have escaped the argus eye of our reporter. To be begin with the beginning it runs about this way.

Chas. Teller of the firm of Sears Blackburn and Teller, sold out his in-interest in that firm and took a position In Mr. Blackburn's store. Mr. Teller had been a partner in the lumber firm from Its organization.

He is a good fellow, and full of energy in the lumber business, and. we Judge, will be a success with the yard-stick and sugar scoop. Another change was that of Frank Bostwick, who came from Temple Bros', hardwaae store to take a case In the Democrat office. Frank has been with Temple Bros, ever since they moved Into their present quarters; in fact, helped them move thor stock into the building.
