to to NEWS ITEMS FROM ALL OVER KANSAS Happenings of More or Less Interest Gathered From Many Sources. WHEAT OUTLOOK BEST IN YEARS State Should Produce 200 Million Bushels This Year, Says Government Field Agent Paxton. Only one April in twenty years showed wheat in as good condition as it is at the present time, according to the detailed statement of the Kansas wheat prospects given out by the Kansas field agent for the United States Dtpartment of Agriculture. Kansas seeded the largest acreage ever known last fall, more than 11 million acres, according to Edward C. Paxton, government field agent.

The condition of the crop now is 101 per cent. "In 1901 only did the wheat go off with a better start than this year," said Mr. Paxton. "The condition April 1, 1914; that ushered in the greatest wheat crop Kansas has hitherto produced was 96 per cent. In 1901, starting with an April condition of 105, Kansas produced an average of 18:5 bushels on 5,356,000 acres, or 000 bushels.

In 1914 8,600,000 acres produced an averagt of 20:5 bushels, and a total of 176 million bushels. "Although no state forecast is made this early in the season, past experience would indicate that with anything like an even break from now till harvest Kansas ought, this year, on her 11,184,000 acres produce more than 200 million bushels of winter wheat. No Kansas wheat crop, 'with anything like a similar spring prospect, has ever suffered a slump that produced even a near failure. The average condition of Kansas wheat on April 1 for the last, ten years has been 77.7. The present condition of 101 is in violent contrast with that of 67 one year ago and 45 two years ago.

"The spring of 1907 saw a 65 per cent of the wheat acreage sown the preceding autumn abandoned to other crops. May, 1918, saw 27 per cent of the Kansas wheat a total loss. Although estimates of abandonment are not made until May 1, the present outlook is that the acreage abandoned this spring will be exceptionally low. Some counties of the west and the southwest may suffer a loss as high as 3 per cent of the acreage sown, due to blowing of the sandy soils, or because some fields of early seeding last fall, destroyed by hoppers, were not reseeded." The 1919 session of the Kansas Leg- islature was the most expensive the state has had in many years. The greatly increased expense was not due to the unusual number of employeessuperintendents of ventilation and other supernumeraries either.

It was due to a little raid on the state treasury by the members of the legislature themselves when they voted each member and the chief officers fifty dollars additional pay for "postage, telegraph and telephone expenses" almost on the last day of the session. The total appropritions for expenses of the 1919 session of the legislature exceeded $103,500. This was the amount directly appropriated in the four bills. C. B.

Aves was elected mayor at the recent election. The entire "Floreice First" ticket, which was recommended by the Florence Commercial Club, was elected. Appropriations made by the recent session of the Kansas Legislature total $14,205,183, or $3,036,617 more than those ordered by any previous legislature in the state's history. The total as officially given out by State Auditor Fred W. Knapp, was $824,115 less than the budget approved by ExGovernor Arthur Capper and $400,000 more than the total of Auditor Knapp's budget.

The necessity of meeting "war prices" in the mainttnance of state institutions was said to be the main cause of the increase over the appropriations of former sessions. Ottawa was chosen the convention city for the Kansas Retailers' Association in 1920, and 'the following officers elected; Samuel Rothweiler, Bison, president; I. D. Vanmeter, Parsons, first vice-president; G. Johnson, Salina, second vice-president; A.

O. Wheeler, Pittsburg, third vicepresident; W. L. Archer, Wellington, fourth vice-president; C. B.

Crosby, Topeka, fifth vice-president; C. J. McCarthy, Emporia, re-elected treasurer. The secretary is appointed by the board of directors. Mrs.

Sadie Scudder, the first woman county superintendent of Johnson county, died at Olathe following a stroke of paralysis. She was elected to this office in 1890 and since that time no man has been superintendent, although many have made the race. One of the biggest problems in modern gunnery has been solved by the invention of a gauge which registers pressure exerted on the walls of the large naval guns by Professor F. E. Kerster of the department of physics at Kansas University.

THE POTWIN LEDGER, POTWIN, KANSAS WILL INSURE WHEAT CROP Government Officials Planning to Guard Against Damage by Hail in Kansas and Oklahoma. The government will take out million dollars' worth of hail insuranct on the wheat sown in Kansas and Oklahoma through the instrumentality of the federal seed wheat loan negotiated last fall, according to word received Topeka recently by Edward C. Paxton, field agent for the bureau of crop estimates. This word comes direct from Leon Estabrook of Washington, who had supervision of the loans made in the Southwest. 'Mr.

Estabrook states that the federal land bank i in Wichita has been authorized to procure a blanket policy of hail insurance covering all loans in Kansas and Oklahoma, to the extent of $4 per acre, payable to the bank as its interests appear. Such policy is to be written by at least three standard companies. Coverage is to be effective May 10. The underwriting companies are to procure at once, at their own expense, notes from the borrowers of the federal loan to cover premium for this insurance and such additional insurance as the borrowers may want. General rule and rate in force in territoiry are to apply to all policies.

Notes are to be carried to September 1, without interest, secured by lien on the crop, subject to the prior lien of the federal land bank. All borrowers are to have the privilege of making their own arrange ments up to May 1, and policy is to be canceled without charge as to any borrower making other arrangements satisfactory to the land bank and advising the bank before that date. The Kansas state hospitals are being overcrowded and the 1919 legislature, made no provision for additional room for the patients. The state board of administration compiled some statistics relative to the admission to the state hospitals. In the first three months of 1918 the average admissions were sixty-four each month, while in the first three months of this year the admissions have averaged eighty-six each month.

An effort was made to get some new buildings for the different hospitals, but this failed in the legislature. Influenza has been the chief cause of the great number of admissions. The enactment of the law providing for voluntary admissions to the hospitals, passed to enable soldiers suffering from shell shock to be treated by the state, is going to make additional burdens on the state hospitals to find room for the patients. Kansas may have a "field of honor" for the Kansas soldiers killed in France. Some time ago Senator Arthur Capper and Governor Allen began discussing plans for a Kansas cemetery for the soldiers who lost their lives in the world war.

Senator Capper took up the question of bringing the bodies home with the War Department. He has received a letter from Col. R. E. Wylie of the general staff, saying the government plans to bring back at its expense the body of every American soldier where the nearest relative desires it.

However, the French government has offered America a plot of ground sufficient to care for the American dead, and this plot is to be maintained at American expense the same as the National cemeteries are now maintained. An unidentified woman died at Hutchinson in the dental office of Dr. E. H. Gibson, following the extraction of a tooth.

The dentist said he used the usual local anaesthetic and pulled the tooth with little trouble. The woman then fainted and was never revived. Physicians were in attendance and used the pulmotor an hour and a half. Pat Fogelstrom, 5, and William Brown, 6, and Donald Stevens, 12 years' old, and C. A.

Fogelstrom were severely burned at Junction City when boys dropped a match into the gasoline tank of Fogelstrom's motor car. The Stevens and Fogelstrom boys' burns are serious. Mr. Fogelstrom and the Brown boy received only minor burns. The Kansas utilities commission has denied the 6-cent passenger rate asked by the Kansas City Street Railways Company.

No special provision was admitted for long hauls, as the commission takes the position that thtre is a five-mile limit in Kansas City on the Kansas side of the line and all hauls in Kansas are "short hauls." The first death as a result of the recent blizzard in southwestern Kansas was reported when the frozen body of L. J. Wathen was found partly buried in the snow about two miles southwest of Hugoton. Several hundred cattle were killed in the blizzard, according to reports from ranchers and cattlemen. Mrs.

Fred Huebach pleaded guilty in the district court here at Anthony to a charge of murder in connection with the death of her husband at their home near Harper last month, and was sentenced to serve a life term in the state penitentiary. Atchison will have a Junior high school next year, it was decided by the school board. H. P. Study, superintendent of the public schools, established the first junior high school in Kansas at Cherryvale several years ago and made it a success.
