si finally got their eyes open on this mb ject, and It will be some time before they can bo fooled on It again. President McKitacr und bis cabi net have formulated the policy that Is to govern them in lue treatment of the Chinese quostlon. It Includes ut ter opposition to any partition of China among the powers. Tbe Uni ted States to use its entire influence, in all honorable ways to prevent the disemberment of tbe Chinese empire, Tbe United States proposes at all times to raise Its voice against spoliation under any pretext, and in favor of tbe preservation in its entirety of China's territorial and governmental entity in all their entirety. Tbe United States will not declare war against Cbina unless causes fully jus tify.

The United States, acting independ ently aud for itself, will co operate with the other powers in restoring order in China, in punishing all officials, bigb or low, found guilty of crimes against human life and in setting up a rtable government that may give guarantees of security to life and property and freedom of trade. A cleaner course would be difficult if not impossible to devise. And from the course here outlined the adminis tration will not vary in any particular. Let tbe demagogues rave and politi cians rant and bluster. We feel fully assured that the men at the head of our government, on thi-s as on all other questions, will act wisely and well.

The assumed leader of democracy, populism, socialism and all the politi cal isms known in the list the concentrated essence of all opposition to republicanism, is and has for some time been terribly worked up to the very depths of his patriotic soul over the conduct of the present administration. He claims that no regard is being paid to the letter and spirit of the constitution in its dealings with the East and West Indian questions. The sage of Nebraska sees nothing for our country's future but a vast empire, to be ruled by a dictator or em peror and that liberty and equalicy will have been forever blotted from our escutcheon. The facts, so recent and so well understood by our people, justify no such conclusions, and we are led to think the rantings and rav ings of this man are solely the result of a lust for power and what that power will brinji. We have that con fidence in the intelligence and patriot ism of our people that leads us to be- ieve that they will not grant such demagogues the power they so ardently crave.

At the Colorado experimet station farm at Rocky Ford, an opening was made in an alfalfa field four years old, to tbe depth of mi her more than thirteen feet, in fine alluvinum soil. Tbe roots of the alfalfa were found to penetrate to a depth of twelve feet and six inches. The roots just a little below the crown were a little less than one-half inch in diameter. Tbe hay cut from this field was from four to five tons per acre per year. Farm ers should not hesitate to plant enough lfalfa to make all the hay they can use and sell.

It is a profitable crop to grow. More attention could be profitably paid to the growing of Kafir corn. Every farmer in Kansas should have a copy of "Forage and Fodders," being report of Kansas State Board of Agriculture, quarter ending March, 1900. If the edition is not exhausted, write F. I).

Coburn, secre-cretary, Topeka, and you will get a copy. No president has hud better success in selecting men for various positions in the public service than has Presi- ent McKiuley. And no one has bad so many and so great a variety of places to fill as has fallen to bis lot. At the very outset of his incumbency, the Cuban question confronted him. This, in addition to a full program of omestic affairs, made more difficult by the failure of his predecessor to keep the machinery of government in good order.

In the management of the business affairs of the government, he lias shown rar.e ability, while in se eding men to assist him he very rarely has failed to get the right man in the right place. He has sometimes been opposed in his selections at the time, but has generally acted on his own judgment, and time, in those cases especially, has justified bis choice. At the second attack of the Allies on Tien Twin thev succeeded in driv- ng out the Chinese forces and captur ing the town. The walls of the town were battered down by the Allied forces, 60 it will no longer be a secure place of refuge for the natives, should they desire to reoccupy it. This success will greatly relieve the minds of Europe and America as well.

Tbe Chinese forces have since left the vicinity of Tien Tjsm entirely, Saturday, July 28, 1900. $1.00 Per Year in Advance Eutered at the poBt-ofllce ai Kir win ft" mcowi-cUm matter. DO E1QHT AND FEAR N0T.n A1KHJT CHINA. Ai China ia attracting much atten tion at tbiit time, and Is likely to con tinue to be umcti lu the publio eye or some time to come, a brief blstory and description of that country might pot be amiss. China embraces tbo middlo enstcro part of Asia, the empire proper con taining an era of more than one and a half millions of squure miles, and with its depi'udoncii'S about three millions ot square miles.

Its population is about 500,000,000, or ODe third the nonulution of the elobe. China consists of twenty provinces and six tributary urovinces. Pekin is the capital am! is located in the middle eastern part, several miles from an arm of the Yellow ea. Most of the provinces mentioned were formerly petty states which have from time to time been absorbed by the empire. The surface and climate or different purls are us various ns ny part of the globe.

The history at China runs back to remote ages, It is easily traced back 2,500 years before Christ. Some Chinese scholars they have authentic records car rying them back 32,000 years. It is conceded to be the most ancient organized nation on our elobe. Her modes ana habits of life have scarcely been changed for thousands of years. The troubles now so terribly agitating China came from a combination of resolute schemers, who have been xnaturing plans for years, to get con trol of the government.

This combi-nation is so strong it has already over awed the rulors, generally on imbecile et, and has caused some of them to be put out of the way, and but for the intervention of European powers and the United States, would have been in complete control ere this. The other nations of the world need an interchange commodities with China. As this new power in China seems unscrupulous and bent on pre venting the rest of the world having any opportunity for trade and com-pierce, within its borders, it stands the other nations in band to see that order is restored and a good, reliable, responsible government is established on a secure basis, and one capable of maintaining peace and good order within its own realms, and of afford ing protection to the lives and property of citizens of other nations who May be legitimately tlieie. For these purposes no sane person will say a word against the action of other countries in trying to carry out the plans above outlined. Those demo pop leaders who have pretended for some time they would Jike to see our government take a hand in the South African war hy telling Great Britain to leave the JJoers alone, are not likely to be The administration can be safely trusted to do the right thing in this important matter as in all other problems that have confronted it.

The opponents of republicanism arc more noted for faultfinding that for statesmanship. They have been unsparing in their criticisms of the president, and are expected to keep this lip, take whatever course he will. He will do what he thinks for the best, let the critics say what they may. As a rule ho would be perfectly safe in taking the course in direct opposition to the one they would mark out, for they manage to be on the wrong side of nearly every important question. That is why the democratic party has always been of so little practical use in the affairs of the government.

The leaders seem to take fur more pains to secure offices than 1o qualify themselves to properly fill them. So when in power they are always at sea whn any important work is to be done. This was plainly shown when they at-' tempted to enact suitable tariff laws. When, after years of persistent harp ing on tariff reform," they found themselves in full control of the machinery of the government. No greater fizzle was ever mado than their handling of the tariff.

To be sure they enacted the Mills Bill and Cleveland signed it under protest. After all he had said on tariff reform, be was not capable of formulating a suitable measure to meet the case. The Mills Bill cost the government millions of dollars, as any other democratic tariff bill would do. The people, after having a chance to see plainly, the beauties of a democratic tariff, changed the managers of the government; the Dingley Law was the result, and so well does it work f.Jjat wft hear nothing core about Peter Sells, W.
