77, 188S Senator Quay is the observed of all observers, uud his bnlliunt man Hgemciit of tho Republican cam puign, places him uwnv iu front uniting purty leaden. His method were derided by hosts of people out tue cause is nidged vr the ef fect, uml his efforts have the seal of success, tie is now in Washington undoubtedly tor the purpose of watching tho Congressional re turns. 1 he House will be dexper ately clone, whichever party win. and Ui-ay does not desire his party to be leu. hue he has cot an uounced his purposes, the confer ence between him, ben Dudley and Gen.

Mnhoiie was for the purpose, of ascertaining if irginia coul not be counted forth a Republicans, This would nave relievod New York of its importance in the elect orul college, aud cooled the ardor of the ew lork politicians to own tue earth, isew loric tins con trolled the List two administrations, and would not be loath to rule another. The big New York conference will pretty well fix the cabinet slate Mr. Quay will probably ask the Postmaster Gem rulship for John Wanumaker. California will probably demand a pUce. Warner Miller's claims may be bitterlv op posed by Levi 11.

A cabinet position is consid ered a a burial for Prt-aidental as pirauts, and McKinley has a loag head. P-jliticans now at the Capital are talking ot an extra session of ton grew, to be called very soon after Mr. Harrison's inauguration. The work of preparing legislation of that sort is a matter ot vexatious detail and dragging debates, and even with the extr session, over yeur would be likely to elapse before a new tariff bill would be on the statute books. A spring session would ut least give the new House an opportunity to decide its mem-bernhip, effect organizations, and be iu shape to get quickly at work and receive important committee reports early in tho following December.

A PLAOi.uiiAST is Imund to come to grief i ooncr or later. bOLOMOK was a wine man, aud Arnold a betrayer, yet thev bolli got Pierced. Thi Atchison Globe advises people to take down their pictures of me -man them obsolete.1 Aw effort is being mnde to revive dead Wichita.

We are somewhat inclined to believe that Wichita is past resurrection. Know what we hud heard wo sup-posed that the citizens of Musco-tali were a very mean set; hut upon investigation, we find them just the reverse. Dkhocbats nay thnt while their randidate for the Preoideney was defeated, the principles of Democracy came off victorious. Do you grasp the meaning? Ir you have not the talent to gain honor for yourself, then the i neit best way to get honor, is to steal it from your unsuspecting and more fortunate brother. Frok the looks of things, it will not be long until the anarchists this country will make anotner outbreak.

Some new Anarchistic organization is affected every day in our large cities. It would uot be toolieh to make preparations for the worst. Shamkfcl evictions of poor helpless people continue to lake place in down-trodden Irelaud. A few days ago a woman, 92 years of age, who was bed-ridden, wa6 watched fmm her bed by the hearties. officers, and carried through the cold piercing wind, and she was chilled to the marrow before reaching her new quarters.

We are in favor of Home Rale for Ireland, as it is the only remedy that will abate the evil. All towns are afflicted with a certain numbers of cranks. While Effingham may have fewer thsn other towns, she certainly is not entirely tree from them. Wheu we speak of cranks, we mean persons who sit arouud and growl at their neighbors, because they may happen to have a little more energy than themselves; persons who hate their fellow men, because they have by their enterprise and go -ahead-ative-ziess, reached a higher station in lite than themselves; persons who condemn the newspaper published in their town, because it shows its admiration of a worthy citizen by giving him a few complimentary notices, In a nut shell, a crank is a person who gloats over the mis-fortunes of others and laughs and scorns their saccess. Our cr7 is down, down with these deadly foes to a town's prosperity.

The patrons of this paper need be afraid of its leaving town, as long as receives the proper kind of encouragement. There is no mortgage on it whatever. We believe that the citizens are beginning to realize the benefit that it is to the town And if they continue to patronize it in the future, as they are patronizing it at present, Effiingham will always have a paper to uphold her interests and to defend her citizens. No one can ever charge the Times with saying one thing derogatory to Effingham or her industries, We love Effingham, we love her citizens, and we want to see prosperity and happiness reign bq- it preme, ana we win ao ttii in our power to make it do so. Effing- ham is at preseut the best town of its size in the state, and it future prospects were nevermore flatter ing.

A gentleman came into our sanctum one day last week, with a Kloiug countenance and flashing eyes to divulge to ns a bright idea that had entered his giant-like mind Thinking it meritable, we are forced to tell what it was. He said that the Timk8 man ought to get married. Girls what do you think of it? Jay Crum aud Hal Taliaferro started for Holton last Tuesday with the little grey race horse, in hopes of getting a race. We believe that the little gray is a "ringer," and that she will win more races than she will lose. She easily defeated the Carter racer the sec-end time in Crum's pasture P.
