FOUR BIG SUPPLY BILLS READY 6enato Passed Three Important Meat-urea In Less Than Ten Minutes Everybody In a Hurry to Get Through and Leave. Washington, Aug. 23. With a celerity that hitherto ban not marked the BKBBion, congress rushed toward the completion of four great supply bills and now loots forward confidently to adjournment on Saturday. ConfereeB on the sundry civil, Indian, army, and postoflice appropriation meaBureB reached agreements on tbe bills.

Tbe legislative, Indian and euudry civil measures were panned by the senate and the general deficiency bill, tbe laBt of the big eupply measures to be taken up, was reported In the senate and the ways prepared for Its consideration. House Is Slower. The house took no action on appropriation legislation further, than to order all the conference reports printed In tbe record, Unlike tbe senate's quick work, by wbkb tbe three bill? passed were rushed through in lass than ten minutes, the house expected to develop sharp clashes on both the sundry civil and the Indian bills when they were reported. Leaders on both sides, however, do not regard these differences as being irreconcilable and before adjournment it is believed tbe legislative docks will be comparatively clear. Many Bills Disposed Of.

Radical changes in tbe postal service were provided for by the house and senate conferees on tbe post-office bill. The Bourne parcel post system was adopted for the present, including tbe Oregon senator's ideas as to zones, distances and rates. The Simmons good roads provision was adopted. This appropriates 000 for experimental road construction, -with a joint committee to study the proposition. The house eight-hour labor provision was agreed to together -with the clause for tbe payment for overtime work In cash.

Employes May Join Unions. The senate amendment to allow employes to join associations was adopted. The provision authorizing transfer of employes from one service to another wa8 stricken out of tbe bill. As agreed to, the bill contains no reference to the "blue tag" system of transporting second class mail, except a clause prohibiting the extension of the system and another authorizing a joint committee to investigate the subject in conjunction with a study of compensation to railways for carrying the mail, A maximum salary of $1,100 was fixed for rural carriers.
