A proposition to amend sections 1 and 2 (if artice 11 cf the constitution of the state of Kansas relative to finance and taxation. 1 i Be it resolved by the Legislature of the State of Kansas, two-thirds of the mem bers elected to each House thereof con curring therein: 1 Section The following proposition to amend the constitution of the stato of Kansas is hereby submitted to the quali fied electors of the state for their approv al or rejection: That sections 1 and 2, art icle 1 1, ba amended in one section to read as follows: "Section 1.
