This association shall be known as the Johnson City Board of Trade. Article 2. The objects of this Board of Trade are to collect, preserve and and circulate valuable and useful in How we boom! The system of booming a town through foreign newspapers is becoming too prevalent. It is well known that the average sketches written are for the money there is in them and not for theexpectation of doing the country much good. If all the money which is spent for the "write ups" iu foreign papers were put into subscriptions to local newspapers to be sent to the libraries, reading rooms, principal hotels and every place where it is likely to be read, the ad vantage derived would be ten times as much as that coming from all the puffs written by paid writers imported for the purpose.

There is an aroma of truth in the writing of a man who has to stay iu the country to back what he says, which is not found in the letters of the boomer, and this is as easily recognized by the Eastern reader as it is by those familiar greatly alarmed one day last week by a man coming in from the north, he Johnson City and Stanton county. To correspond with parties seeking locations and investments and to strive in all ways to promote the general interests of Johnson City and Stanton county. Article 3. Any person of good business standing interested in the city of Johnson City and Stanton county may become an active member of this Board of Trade if elected by a majority of the members present at any regular meeting of the Board upon the payment of the fees and dues prescribed by the By-laws. The officers of the Board shall be a President, Vice President, Secretary, and Treasurer, who shall at the first meeting each iu January and July be elected by ballot, and who shall serve until their successors shall be chosen; a majority of the whole number of votes cast at an election by its members shall be necessary to a choice, the duties of said officers to be provided for in the By-laws.

Having heard much talk of the fight that was beingmadeou the Register and Receiv- -er of the Land Office at Lamar, aud knon wing that Mr. Lewis was con vers--ant with all the facts in the case; a representative of the World inter- viewed him on the subject substantially as follows: ''Mr.

Lewis, what arc the real facts in the case of the fight that has been made on the Register and Receiver of the U. S. Land Office at Lamar? "Well, sir, from all lean ioarn, and I have given the subject much attention because of my connection with the office as an attorney practicing before it, the fight was wholly uucalled for aud the vesult has proven-most disas- trous to the parties- who brought it on while it gave the officials the very best opportunity of proving how faithfully and conscientiously they had perform- ed their duties. I have been connected with four different U. S.

Land Offices as an attorney and in all justice and fairness I must say that' Messrs. Ar--buckle and Shrock, as Register and Receiver, are as fair and pains--taking in their dealings with the settlers and the general public as any offi--cials with whom I ever was acquainted and the late investigation made by the Government exonerated them from all charges. I am glad to say. that the factional fight in our city is now over aud that Lamar is starting out on a new boom that will eclipse everything ever seen in the State of This pulling and hauling must be stopped, or you wout sell any of your property. Work together and you will win." Article 6. This constitution may be changed by a two-thirds vote of the members present at any regular meeting, providfd a notice in writing shall have been submitted to the Board at least on week prior to the meeting at which the amendment is considered. BY-LAWS. 1st. The President shall preside at all meetings of the Board, and call such special meetings as be or the executive committee may deem expedient, or as shall be requested in writing by at least five members of the Board.

He shall sign all orders on the Treasurer for disbursement of funds of the Board. 2nd. The Vice President shall preside in the absence of the President and the Stanton county papers are bending their energies to the upbuilding of the line, and will give prompt attention to all orders left with him. The prospects of John Am City were never better and the future more promising than at the present time. Our railroad prospects, to express it mildly, are just splendid, and the people of the county will undoubtedly have an opportunity of voting on the proposition to issue bonds to the great Rock Island in a very few weeks. Messrs. Haas and Realty, the committee sent to Dodge City last week to confer with about it as we have seen no public newspaper announcement of it. Nothing like advertising, you know.

4th. The Treasurer shall receive and take charge of all mouies received by the Board and shall pay them out on the orders drawn by the President and countersigned by the Secretary. 5th. Regular meetings shall be held on Tuesday evenings of each week. 0th.

A quorum for the transaction of business shall consist of seven members of the Board. 7th.
