The word settlement is construed ot mean some actual, personal improvement made on the land. The act of settlement must be prior to the tiling. After tiling the pre-ernptor has thirty months in which to show six mohths actual, continuous residence and pah for the land. A person can make final proof with out being a citizen of the United States, and if not a citizen, a certified copy of papers must be filed together with finarl proof. A person can pre empt only once.

homesteads. Any person who is the head of a family, or is over 21 years of age, and is a uative or naturalized citizen of the United States, or has declared his or her intention of becoming such, and has never made a former homestead entry, is entitled to 160 acres as a homestead. A wife cannot homestead. The fee to be paid at the time of entering is $14 for minimum and $18 for double minimum land. It the land is entered at the land office the homesteader has six months in which to commence residence upon the tract, and during that time the entry is not subject to contest.

Before six months expires an actual, bona tide residence mus be established on th tract. It must then be resided on for five years from the time of entry, when it can be proved up upon. The final proof fees are $9 if within railroad limits, and $5 if without. Soldiefs and Sailors in the late war are entitled to deduct the term of service to four years, but they must reside on the land one year at least. If the homestead is not proved un within seven his continuous residence upon and cultivation of said land, viz: Carey G.
