360 pages. Price, $1.25. Cranston and Stowe, Cincinnati, O. This is the latest work from Judge Tourgee, a writer who needs no recommendation to the reading public, for his former recommend him. This volume is timely.

It takes up the duties of citizenship and sets them forth in their true light, showing that no man can voluntarily fail to discharge these duties without guilt. He treats of the party bonds, how far they ought to bind, and when and why they ought to be severed, and although we may not agree with some of his views, yet the book should be read carefully by every American citizen and especially by young men just becoming voters. It is not written from a partisan standpoint and does not favor any particular candidates, but urges an intelli gent study of parties and principles, and an earnest and consciencious effort on the part of each to secure the adoption by the party of such meas- i ures as will be for the public good. In order to this the primaries should be attended and every effort ma'de to -e- cure the election as delegates of men that favor right principles. Trustees of the Kansas Wesleyan University.
