34 THE LEWIS PRESS VOLUME 1, NUMBER 42 Sylvester Rainbolt Was born in Davis county Iowa a the 12th day of November 1851 and died at the old home near Garfield, Kansas on the 10th day of December 1919, being 68 3 years old He was married to Miss Anna King in 1883 and to this union ten children were born, six sons Ernest, Ira, Clyde, Glen, Burr, and Cecil and four daughters Mrs. Carry Nystrom, Mrs. Iva Pretter, and Misses Lenore and Elsie Rainbolt. All the children are living except Glenn who died in the Vancoover Brakers, Vancoover, Washington. Mr.

Rainbolt came to Kansas in 1897, moving to the present home near Garfield in 1909 where he has since made his home. Services were held in the Congregational Church at Garfield, Kansas and interment made in the Garfield cemetary. Card of Thanks We wish to express our heartfelt thanks to all friends and neighbors for the many kindnesses shown us during the sickness and death of our loved one and for the beautiful services and remembrances in this sad hour. Rainbolt family. Win Second Place It will be reinembered by the members and friends of the Christian Church that we were in the Summer Slump Campaign of the Lookout and made somesplendid records for our Bible School in the way of attendance, and increased interest all along the line.

This Campaign was conducted on two points-1 the highest per cent of attendance based upon the average attendance the first five months of the year; for the Lewis Christian Bible School this was 110. It can be seen that this was no small task for the hot summer months of July, August and September. 2. On the most original and unique plan well written up in a 2000 word manuscript at the close of the contest. Well the long looked for award has been announced and made and credible mention given other schools that made second and third rank.

It is no small matter for our little country Bible Schools in towns the size of Lewis to be ranked with the biggest schools in America. For almost two hundred of them were in this Campaign from the Long Beach First with one thousand attendance to Hutchinson, Kansas and Battle Creek Michigan in towns and cities from twenty five hundred to one hundred thousand population. We feel it a great honor that in the Decision of the Judges, while Malden, Missouri, a Bible School in a town of twenty five hundred received first place, the rank of Second mention was given to the Christian Bible School of Lewis, Kansas with Albia, Iowa third. The Judges were five of the biggest National Bible School Workers in our Brotherhood Some of the outstanding facts in, the Campaign for the Lewis School are worthy of mention here. Basing our attendance upon the five months average of one hundred and ten we more than maintained our 100 per cent.

We had an average attendance for the three summer months of 129.9 which made us an average per cent of 117.6. We wish especially, to call attention to the advertising plan which our school used through this Campaign. On page six of this weeks Lookout also will be found two that are copies of those used by our school. No one can doubt but that our advertising paid and was the key to our Summer Slump Campaign. The original Recording Device and plan used by our school and the thorough organization of every unit for this Campaign did much to keep up the interest for three long hot months.

These plans and special features have been commended all over our own State. Many Pastors and Superintendents have written for the plans and to borrow some of the material which is proof enough. The loyalty of the school throughout is to be highly commended and we wish to thank all for helping to make this splendid record and bring this honor to our School. We can do bigger things than we have ever done in the past and this ought to lend encourgement for any and all worthy moves. LEWIS, A son was born to Mr.

Weaver, Secretary of the Commercial club. Dear Sir: 'We have this date received notice from the Public Utilities Commission that the commission has determined it has jurisdiction in the case, of the Kinsley Light and Power Co. and fixing December 23 as a date for presenting testimony in the matter. Please kindly advise us what further action your organization, and the Council, desire to take, Our judgement is that Mr. Moe will be able to make such a showing as will cause the Commission to grant.

him increased rates; and the Council must determine whether they desire to go to the expense of combating that question. If they desire to do so, then they should prepare their evidence at once, and be ready to attend on the date specified. If they do not they can await the decision of the Comission, and if dis-satisfied, can bring action in the District Court of Shawnee County to enjoin the rate; and in that case can still take advantage of the legal question raised by us, viz: that the Commission has no jurisdiction. Kindly advise us at an early date, as there is little time to Yours truly, Osmond, Cole and Kelley Has the Public Utilities Comission jurisdiction in the event of granting A. L.

Moe a raise i in rates for electric lights? This may have to be proven through the District Court of Shawne county. In the above letter from Judge Cole it will be noted that a hearing has been set for Decmber 23 before the commission. In the event that Mr. Moe is granted a raise the city coun cil and commercial club may take the matter into the District Court to determine if the public utilities have jurisdiction in determining the rates. Objection is raised by many patrons for the poor service at present prices and with an increase in rates many have stated that they would discontinue using electric lights.

Why not the city vote bonds for its own light plant which is the only satisfactory way the city will ever have an efficient service and secure light at a medium rate. If we are compelled to pay an increase at present it might only be a matter of a few months until Mr. Moe will feel that another increase is necessary and by applying to the public utilities be granted another raise If our citizens would unionize in the matter of discontinuing using the service furnished by the Kinsley Light and Power Company if rates were increased, it would, be safe to say that the increase. asked would be annulled.
