A large1 number of trees in the park have died this summer on of water and plans for an irrigation system were discussed. Radcliffe' place on the council. -The matter of re-oiling the streets was brought up but it was voted to postpone such -work un til next summer. Mrs. Elvena Chapman The funeral of Mrs. Elvena Chapman was held yesterday afternoon at 2:30 o'clock at the home' of Mrs.

George M. Peck on Highland 'avenue, "Rev. W. Welsh Burial took place at Bluff City cemetery. Mrs.

Chapman was born on the old Stone farm and lived in Elgin until about twelve years ago when she and her husband moved, to Alabama. For the past two years they have been-livingin'Chicago. Mrs. Chapman was the daughter of the late Isaac and Abigail Stone, pioneers of Elgin, who lived on a' farm. two miles west of the city.

Mrs. Chapman was a prominent member -of the First Congregational church and was very active in the work of the Elgin Woman's club. Mrs. Chapman is survived by her husband, Samuel Chapmsn, at one time postmaster at Elgin, and one adopted daughter, Mrs. May Pratt Nutting of Chicago, Elgin News.

0. V. RAY, Treasurer. NOTICE All those knowing themselves indebted to me pjeas'e call and settle at once, as I expect to be called away at any time, DR. 0, LONG, al association in jegard to the raising of money 'for Red Cross purposes.

1. Any person or persons de siring to raise money for the Red Cross must turn over to the chapter treasury every cent raised after legitimate expenses are deducted, if the money was raised in the name of the Red Cross. 2. giving a Red Cross entertainment, permission must be obtained from the chapter with which a branch or an auxiliary is affiliated. If there is no chapter, then permission must be obtained from headquarters in Washington.

Such permission, moreover, must be obtained before plans for the entertainment, including for printing have been completed; otherwise waste of effort and ot money would result of it chanced permission were not granted. All chapters of the Red Cross have been particular ly cautioned against giving consent for local entertainments in the name of the Red Cross unless all the conditions conform to the organization's policy. Briefly, these condi-tsons are: that there be no division of profits with the pro moter; second, that. the, management is under Red Cross control; and third, that there is no use of the Red Cross emblem or name in advertising an entertainment unless the affair is -actually, under Red Cress direction and control. The- executive committee of the Edwards county chapter has made this further ruling: 1 Any person desiring to.give an entertainment or to 'raise funds in any way whatsoever in the name of the Red Cross, may obtain permission to do so from the chairman of their local branch instead of from the county chairman, provided that that chairman be "a member cf the county executive committee. J. Radcliffe and son Charles were visitors in Hutchinson Thursday. Lee Crawford, Edwin Black, Allen Sutherland Herman Tall-man and Lafayette Troutman left Monday for- Fort Riley where they enlisted in "the Fred Huckstep has been appointed manager of the Kansas Lumber Company at this place to fill the yacancy caused by the resignation of W. C. Sturgess.
