As brother Kuhl is a leading- and enthusiastic Democrat, his chute for an independent candidate is not an orthodox course. Besides, B. F. Carter, the Republican nominee for county attorney, might assume that the pastor of his (Congregational) church would support him (Carter), as he has helped to support them in the past. There is no "regular" department in the columns of the Courant that is more commended than our column headed "Twenty Years Ago." We have been keeping it up now for about eight years.

The idea was first suggested to us by the column in the Fredonia Citizen, "Twenty-Two Years Ago." Since we began dozens of Kansas papers have established a like department. The Oswego Independent has a column, or two or three, of "Twenty-five Years Ago." The older readers of the local papers like to sea it. We have a hundred subscribers of formerly Elk-co. people now living in other States who take the Courant only because of the "Twenty-Years Ago." lloxeari Courant. The following proposition to amend the constitution of the stm-e of Kansas is hereby submitted to the qualified electors of the State for their approval or rejection.

Section 4. of article 15, of the constitution to be amended so as to read as follows: "All publi printing shall be done by the State Printer who shall be elected by the people at the election held for felate officers in November, lsxj, and every two years thereafter, at the elections held for fetate officers, and shall hold bis office for two years and until his successor shall be elected and qualified." Sec. 2. This proposition shall be submitted to the electors of this State at the general election of representatives to the Legislature in the year A. D.

And shall be voted for or against, as provided by law under State statutes. Sec. 3. This resolution shall take effect and be In force from and Its publication in the statute-book.
