Avtkotjgh this section has been visited of late with numerous heavy hail storms, and it was thought at the titne crops were partly destroyed, all will come out flourishing at the close of the" season.

At the time of the storm3 all grains were cut and in the except the corn, and it was too far advanced to do injury otherwise than strip off some of the blades. This, in our opinion is beneficial instead of detrimental, especially where the corn has been planted loo thick, for in this part of the state corn is so heavy that there has been fears entertained that it would be densely shaded and thereby injure the crop. "While fodder will not be as plentiful in this case, the corn itself will far exceed the deficiency both in quantity and value. As far as the corn crop is concerned, the bail storms have, we claim, beeu Of course where it hailed exceedingly hard and came in contact with garden products it done some little damage, but such is the case only in one or two instances. We can site oue in particular where one of our farmer's sweet potato plants wa3 cut too pieces, and, apparently, were dead, but in three or four days they again began to shoot out, and at the time we saw fjern, a week aflerwaids, they seemed more beautiful than ever.

Miss N. a bright young lady of our acquaintance, and an embryo journalist, in a conversation with ye editor, got off some smart things that ought not to be lost. She aid: "Everything goe3 in Kansas except water mills." Again: "Oh, there's nothing so plentiful in Kansas as time and space." Still again "No stale in the Union has as many watering places as Kansas." Being questioned of a fair claim-holding neighbor, she saucily informed the inquisitive pencil pusher that "she's a buffalo grass widow." Kansas you see has versitality as well as cactus and jack-rabbits.

The tariff section of the Chicago plat-orm is the most significant and aggressive platform utterance of the republican party since it has had a party existence.

It is a bold and open departure from the theory hitherto held by all parties alike that government taxation is for revenue. It plainly sets forth the doctrine that tariff taxation should be for prohibition of imports. This is unmistakable. No one who reads the platform can fail to see it and understands that the republican party holds now what it never held before what no party of Americans ever held before that the Federal Government has the unqualified right to say what style and make of clolhiDg the citizen shall and shall not wear; what kind and make of tools be Khali and shall not use in his trade; what furniture he shall and shall not put in his house; what food he shall and shall not eat Judged by any American standard, even by the standards of the old Republican party, it is revolution. The party of 1888 was too cowardly to apply the sumptuary principle to the purchase and use of intoxicants manufactured within the custom house lines, but it showed the courage of desperate lunacy in' applying the same sumptuary principle to all articles except intoxicants.

Never before has it dared so much. The doctrine of all its previous platforms has been that tariff taxation is levied to raise revenue for the government. It declared so plainly in its tariff plank of 187G: The revenue necessary for current expenditures aud the obligations of the public debt must be largely derived from duties upon importations, which, so far as possible, should be adjusted to promote the interest of American labor and advance the prosperity of the whole country, This doctrine of tariff for revenue, it reiterated in 1880, in even more explicit terms We re-affirm the belief expressed in 1876 that the duties levied for the purpose of revenue should so discriminate as to favor American labor. Again in 1884 it declared its continued adherance to the same principle: The republican party pledges itself to correct the inequalities ot the tariff and to reduce the surplus, not by the vicious and indiscriminate method of horizontal reduction, but by. such methods as will relieve the tax-payer without injuring the labor of the great productive interests of lhf r.rmntrv ot the Uistrict court or rsewara county, Jvan sas.

That he did rot; during the first year from date of entry, break, plow or stir five acres of said tract, nor cause the same to be done, and that ho is at this date in default. 2nd. That said defendant did not, during the second year from date of euiry, break, plow or stir, an additional five acres of said tract, nor cause the same to be done, and that he is at this date in default. 3rd. That five acres of said tract were not cultivated to crop or otherwise during the second year from date of entry, by or for defendant, and that he is at this date in default.

AN AGENTS ATE LO lEAL EST LIBERAL, Here, the declarations of 1876 and 1880, in favor of the revenue principle of taxation, arc reinforced by the declaration of 1884 lliat tariff taxes were so high that there was necessity of immediate relief for the "tax-payer," The position of the party now is that tariff duties are not taxes on the people, but are paid by the "for eign manufacturer," and if it were consistent it would have to admit that the foreign manufacturer is the "tax-payer" to whom it pledged relief in 1884.

But. it is not, consistent. It is openly, boldly and radically inconsistent. It has cut loose from all its own traditions. It has dared to change front under fire.

Its old ground has been abandoned. It is no more the party of the platforms of 1876 nnd 1880 than it is of 1856 aud 1S60. Where it stood in 1876 the democratic party stands now with its policy of free raw material and gradual reduction of the taxes on the necessaries of life. This ground of vantage this sure key to the situation; this guarantee of victory the republican party with incredible folly has surrendered. It declares for free luxuries for free whiskey, free tobacco, free anything and everything, rather than abate a jot or title of the import taxes.

Read its monstrous declaration: It after prohibiting imports of all euch articles as are made in the United States there shall still remain a larger revenue than is requisite for the wants of the Government, we favor the entire kepeal, of internal taxes rather than sukkender A-NY PAUT of our protective system. Coupled with this is the declaration that duties should be raised above the possibility of import so as to "check the import of such articles as are produced by our people," and ou all these articles 99 per cent, of the list of taxables do away entirely with the revenue of taxation. The issue here presented has never before been presented in American politics. True, the prohibitory principle of taxation has been advocated by a few extremists, but no party has been insane enough to adopt it as a party tenet and to boldly declare that it is not only the right but the duty of Government to use its taxing power and revenue machinery, not to collect Tevenue, but for the sumptuary regulation of the citizen. The declaration of the Chicago platform is the death of the old republican party.

It is also the piophecy of the new. The principle of the "regular republicans" of the second party propose to apply to articles of internal manufacture. The second party and the third have taken a common grcund of the principle in 1888. After the regular republican organization of 1888 is disrupted by defeat, it is around this sumptuary theory that the fragments will collect and a new partv be formed. ECANSAS.
