One of tho Crst and roost important measures of legislation that Congress will be called upon to enact, says the Chicago Post, is bill to prevent persons who coctest seats from drawing pay from the public treasury. XlSVSHVM'VHnVSw HfiPROYEB JAMS The Leavenworth Coritncrcial has has discovered the possibility, at least, of a war with Spain; and, while claim ing it could not possibly result otherwise than in a triumph to our arms, insists that the loss to the United States in the way of damaging and hampering commerce would be far greater than the loss to Spain. It argues that while, in such a contingency, the Spanish Government would inevitably lose Cuba, it would lose nothing else; and that while we would gain Cuba, we would lose, in the stoppage of ocean cemmerce, im mensely more than that Island would be worth to us. The Commercial is 'hard up" for something whereon to pedicate a sensation. Godey for January.

-We have been favored with an advance copy of this highly popular book, published by L. A. Godey, Philadelphia. Time and again have we had the pleasure ot uniting our voice with the thousands of editors throughout the United States in praise of this valuable household guide. The present number is as perfect a magazine as could be desired.

Besides the usual attractive features which commend this number, it contains a portrait of the publisher, who for the loug pe-riod of forty years has done so much to make his periodical the leading one of America. There is not a department in which women of any class can possess an interest, be it useful or ornamental, that he has not devoted hi? pages te. There is an originality an gracefulness in every issue that goe3 far to place it above other publications of a similar character. As to the engravings, we never saw finer ones in any magazine. In presenting his portrait to his patrons Mr.

Godey has but yielded to an oft repeated request for it by hund reds of his old subscribers. His late- trip to Europe has given him renewed vigof'iorlheTalJornjflilSTife," as well as enabling him to make arrangement? with his fashion correspondents a3 will be of benefit to his book. America. In France, where they do many things better, and few things wor3ethan we do, they are beginning to heat large buildings by the U3e of electricity. Tha Secretary of the Navy, in his report, makes several recemmendatieni; as, first, a subsidy for steamers to Europe which can be used as naval ves- sels when required. Second, the building of a ship canal across the Isthmus cf Darien. Third, th9 U3e of smaller vessels, and for sailing instead of steam; ani fourth, the reduction of the number of vessels from 200 to 186.
