The latest in millinery at Miss Noble Neodesha is not booming, nor do we anticipate a boom. Booms are a thing of the past and died with Grant. What is a boom 1 A boom is a good deal of noise over nothing, its a blank eatridge. The old fair grounds shows evidences of a boom. Let other towns boom, but we prefer to see Neodesha go right along as she ha3 for the past year, with that steady, permanent growth that will in the long run, overcome the boomers.

Let the excellent sidewalks that are now gradually being put dowa over the city be completed, let the guttering and paving that the street commissioner has begun be finished, and the business blocks be built of those excellent stone that arc found in the adjoining quarries, or from the splendid brick that are made here, and in a few years we will have a city. The increase of population is of a permanent kind and comes with that steadiness which does not overrun the laboring classes, and everybody who desires cau find employment. This gradual increase is not toticed, but at the end of each year the increased number of stores and amount of goods sold tells the tale. The city authorities are pursuing a judicious coarse in not rushing matters too much, and the laws they make are such that will improve and benefit the town. The population of Neodesha two years ago was scarcely 700, one year ago it wad 925, now it has upwards of 1,200, and in two more years she will have 2,000.

There has also been a number of walks put down in front of residences and there is quite a number being put down. Be it furthur ordained that the Health Officer of the City is hereby authorized to examine all hog pounds, privies and a.leys at least once in erery week, aud if any are found in an unhealthy condition, to notify the owners of the fact, also giving them two days notice to renovate the same, and if at the expiration of the time specified they shall neglect or refuse to do so, the said Officer is hereby empowered to cause the same to be done at the expense of the owners of such hog pounds or privies. The expense of cleaning the alleys to be paid by the owners uf lots adjoining said alleys. Sec.

The rents at this place are very reasonable considering the demand, even less than should be bo expected. If yoa want to injure a good town, force rents down to such a price that landlords cannot afford to keep up the repairs, then you will see the tenament houses going to rack and in a short time the town will bs dingy and delapidated. Oa the other hand as long as a landlord gets a fair rent he will keep hi property up in good shape, and occassionally improve it some, all of which helps the town. XOTICE. BE it ordained by the Mayor and Council-men of the city ot Neodesha, Kansas: Sec. 1 That the owner or keeper of any dog or dogs, male or female, in the city of Neodesha, are hereby ordered ti procure a suitable muzzle for each and erery dog so owned and kept or harbored, and see (hat it is securely fastened over the mouth anu head to prevent their biting any person or animal.
