The terror of the section of Vew Mexico spoken of is a band of one hundred and tifty men, cow boys, who have turned out as horte tbives, running their stolen stack into Old Mexico, a three hou.s ride. Oue of the leaders of this gang is a man named Bill Leonard, whose fame, or rather notoriety, has even reached Lieadvill'. Among the men who have made strong efforts to break up this band of desperados and thieves, are two brothers named Ike and Bill Hsslet, who reside near Eureka Camp, about 15 miles from the border, and who are honest, law-abiding citizens and leading stock men. The persistent efforts of the Haslet brothers to break up the outlaws excited the ire of Leonard, and he determined to kill them and thus securo revenge, and it was for this purpose that he st out just one weak ago, he taking one of his desperado friends along with him to wee thajHe whs not worsted. The Haslet brotheW heard of the threat made agvinst them and were fully prepar ed for Leonard when be put in an appearance, with his companion.

That the office of Street Commissioner is herehy established, who sha be appointed by the Mayor, and confirmed by the City Council, and shall hold his office for the of one year from the first Monday in May and unrI his successor shall be appointed and qualified, unless sooner removed by the Mayor ard Ccrncil and before entering upon the duties of his office, shall qualify before some person authorized to administer oaths, and file his oath of office with the City Clerk, and shall also enter into bonds to the Citv of Onaga in the sum of Five Hundred Dollars, with security, to be approved bv the Council, conditioned for the faith ful uncharge of his duties and the sale keeping and proper use of any money that may come into his hands, and the disbursement of the same in the manner directed by the City Council which bond shall be filed in the offioe-of the City Clerk. Section II. That said Street Commissioner shall keep an accurate account of ail moneys bv him received and disbu sed in his official capacity, and also keep an accurate account of the amount of labor expended under his direction, upon what street or streets the same is laid out, and by whom the work is performed. Section HI.

Said Street Commissioner shall do and perform all the duties rn the same manner, and under the same instructions and limitations as are provided for the government of Road Overseers of the State of Kansas, except as is h' rien provided: All work, or money paid in lieu of work, shall be applied first to the most public str-ets not macadamized or graded, and the work required by this ordinance to be done, shall be done between the first day of April and the first day ot October in each year, and the Street Commissioner shall cc limited to perform said labor to fifteen days, x-c pt otherwise ordered by the Council. Section IV.
