Office Up Stairs Over the Fountain Drug Store. Roosevelt and the People. A senate combination, composed of both democrats and republicans is said to have been formed to oppose President Roosevelt. The names associated with this story ar such as to mark clearly the lines of the organization. It is to be a pact among men who stand sor the corporations and special interests generally, and whose real clients reseat the Roosevelt policies of law enforcement, regulation and executive enterprise.

Tney profess alarm over the president's centralization tendencies, but that is merely a subterfuge, used for political effect only. President- Roosevelt has made some mistakes. A man who never takes a chance never acomplishes much. But the presidents mistakes have not been serious. Collectively they are wholly inconsequential as compared to any one cf his great achievements.

When he became president by constitutional succession there was a sincere fear among many who had studied Mr. Roosevelt tnat he would not be "safe" in the quality ol his statesmanship. That fear was so completely dispelled by his administration that when the peo nounced in official circles today that there will be a reduction of the British navy after the Februa ry maneuvers. Yet they are stsll republicans in. their political faith. The honest man will admit it when he votes against a candidate on his own ticket. The dishonest man will scrotch the ticket then claim to have voted it straigdt. No one else but himself knows.

Governor Hoch's pin would disfranchise the honest man who scratches his ticket but would the dishonest man who has done the same thing to participate in naming the next ticket and controling the pa1 ty machinery. On the other hand, there are those who believe in throwing down the bars and allowing a voter to cast his primary ballot secretly for whatever party he de-sjjres. In Wisconsin eace voter is given the primary ballots of all parties. He goes into his booth, marks the one of his choice, folds it and gives it to the judges. The other ballots are cast aaide.

No one knows whica party he vote3 for. As a rule this will work satisfactorily but not always, and the exceptions are the cases where it ought to be made to work The average partisan is more interested in the affairs of his own party than in those of the opposition, and as long as he can vote for only one party, if all primaries are held together, he will stick to his own party. But there are pnrchaseble voters in the cities to whom this will not apply. How to deal with this class of will be reduced from seventeen battleships to fourteen, with three small cruisers. The Atlantic fleet will be reduced from eight battleships to six, with three small cruisers.

The same reduction will be made in the Mediterranean fleet and the first and second armoured cruiser "squadron will be reduced from six to four vessels. They may block legislation recomended by the chief executive, but in so doing they will only weaken themselves. The American people will not permit their president to be humiliated by the senate meiely because he has spoiled the game of the corporation grafters in that body. Kansas City Star.

The same general provisions concerning the qualifications of voters as those of general elections should also apply to primaries.

But there are some details on which there is a wide divergence of opinion. For instance, how shall the voters of one party be prevented in the primaries of another party? This is one of the evils that is difficult to prevent at present in the larger towns. Governor Hoch's recommendation on this subject is as follows: "I wish also to renew my suggestion, which I think entirely reasonable that no one except a new voter be permitted to vote at a party primary unless he had voted that party ticket at the last general election.
