The "WayFilley Sees It. The following letter from Chauncey I. Filley to the editor of the St. Louis Republic under date of January 18, says: "So many unwarranted assumptions crept into your issue of this morning that it is due both to your readers and to myself to correct some of them. I have not by inference indicated the purpose, as I have no such intention to attempt to elicit solely a Filley legislature, or of being an immediate or remote self imposed candidate for United States senator or any other office, or self seeking one.

I point rather to facts and political victories accomplished than brass band howlings in futures merely to effect the appointing market, and so well calculated now not to deliver. The situation in the state, as regards close counties, is no different than for years, requiring only systematic work by the whole party, in unison, as in the canvass of 1888, instead of the sheet iron thunder of promises now of futures by the few who have done no work in the past for republican success and whom none defer to, if they know what is essential to republican victory persistent only in seeking federal pap the result of others' securing or its distribution. My record proves that from November 9, 1888, I declined to endorse or to attempt to control the appointment of a single applicant, leaving it entirely to the home rule plan promulgated by me then and consistently followed up since. "Neither have I announced, not even confidentially to any person, any purpose of nominating or defeating nominations in the Ninth and Tenth districts. I have full confidence in the intelligence and sense to support the action of the republicans of these districts as of all others in the state.

Neither do I propose to pose as a martyr. I say now, as I said on a memorable and important crisis in the republican party affairs in February, 1879, concerning the selection of a cabinet officer from Missouri, 'Whatever you do or advise, stand up for So I say now, stand up for Missouri. To anyone who for a a moment considers the matter I have no complaint to record or to make against the republican party. I have not been ignored or punished by it. No person has ever had more cause to rejoice over its generous, collective and individual official committee and club expressions of regard and support, all the more forcible and appreciated because unsolicited.

Therefore I have no reason to pose as a martyr or to incite or to propose to do the party a wrong, and shall not. I would be glad to see the brass band features of the deal in office futures suspended and the party rejoiced by the grand effort of the republicans of the state and all of her "has been" and would be statesmen both with and without selfish overweening personal political aspirations of preferment given to a united pull at the democracy instead ot the White House favors. Japan Tea Work in Progress to Make the Desert Places Blossom. Messrs. J. W. Gilbert and G.

C. Gilbert, of Dodge City, Kansas, and R. Soule, of Rochester, N. says the Kansas City Times, of the 25th were in the city yesterday. They are interested in three large irrigation companies at Dodge City, the Kansas waterworks and irrigation company, the Dodge City canal company.

These are all large corporations and are doing great work in the way of irrigation in western Kansas. They have already bull 150 miles of canals and fifty miles of canals and fifty miles more are now in course of construction. The reservoirs from which the supply of water is drawn are all located near Dodge City, which is the general headquarters for all the companies. One of the reservoirs is situated within one mile of Dodge City, one 6even miles away and another twenty-five miles west of Dodge City. The Kansas waterworks and navigation company draws its supply direct from the Arkansas river.

The other two companies go down about eight feet in the bed of the river and tap the underflow of the stream. Mr. J. W. Gilbert said to a Times reporter yesterday that he thought the latter plan was the best, as the supply of water received by this means was abundant and unfailing.

The trouble with the former scheme was on account the low water in the Arkansas river during protracted droughts. The canals of the companies, he says, now cover a distance of nearly 200 miles and extend through the counties of Gray, Ford, Hodgeman and Edwards. The longest canal is that of the Kansas water works and irrigation company, which covers a distance of ninety-six miles extending from In-galls, in the west to the Arkansas river in the east. The three companies are separate and distinct corporations but are managed and controlled by the same officers. Mr.

whose father first invested money in the above corporations, is furnishing the larger amount of the money for constructing the irrigating works. His father recently died at Rochester and left him heir to several millions of dollars. Mr. J. W.

Gilbert said the people in western Kansas were very enthusiastic over the good work that can be accomplished in the dry districts of Kansas by irrigation. The average cost of irrigation, he said, was about $2 per acre and the lands which had been irrigated this year attained benefits which reached beyond even the most sanguine expectations. Mr. Soule said that he was highly satisfied with his investments in these enterprises and that the capitalists of the east were giving the matter of irrigation in the west serious and favorable consideration.
