Re it ordained by the mayor and councilmen of the city of South Hutchinson Section 1. That the right of way be, and the same is, hereby granted to the Chicago, Kansas and Nebraska Railway company, its successors and assigns, to construct, operate and forever maintain its railway, with such second tracks and side tracks as it may deem necessary, along and upon Walnut street, in said city, from the north line of Ninth avenue to the north lino of Fifth avenue, and over, across and upon all streets, avenues and alleys intervening between said Ninth avenue and Fifth avenue. Section 2.

That in the construction of its tracks over, through, along, across and upon the streets, avenues and alleys aforesaid, and each of them, The Chicago, Kansas and Nebraska Railway company, aforesaid, is hereby authorized and empowered to build such embankments and make such excavations as it may deem advisable and proper in order to insure the proper construction of its said tracks, and to enjoy the full benefit of all and singular the privileges and franchises hereby given and granted to said railway company, its successors and assigns, forever. Section 3. This ordinance shall take effect and be in force from and after its publication once in The Saturday Review. Passed the council November 12th, 18S8. Approved November I2th.

We have been solicited to write a philosophical discourse upon the rise and fall of the bustle.

We are usually loaded to the muzzle with philosophy on all manner of subjects; but in thiw instance we are compelled to make the humiliating confession that we have never thoroughly diagnosed the bustle. Although it has raged in different stages for a number of years, we have never worn one either at the lower end of our spinal column or on our lap. At present we are content to let the bustle rise at will and fall where it pleases so long as it don't precipitate itself upon our delicate ahatomv. The railway mail service in the west has been, and is yet, decidedly inefficient. Wiry is it? This pues- tion is asked daily, but beyond the simple admission that it is as it is, no satisfactory answer is given.

Having observed the wot kings of the service on the different western roads between Manitoba and southern Kansas for the past eight years; we have also observed that the men who have had the management of the mail service have usually been chosen from a class of men who, while they may be honest and conscientious, are comparatively norant of the magnitude of the of the western mail service. As a reform measure we would like to see a thorough western man placed at the head of the postoffice department, one who is conversant with the fact that western eople are above the average of the people "down east" in i in intelligence and that as a necessary consequence their correspondence is arger. The citizens of Garden City have entered a vigorous protest against the damaging reports sent out concerning the general condition of west ern Kansas. There is no doubt that the protest is a just one. It takes all kinds of people to make a community, and no community would be complete without its quota of chronie and it is one of the unac countable things in the general arrangement of things terrestrial that hese chronics are the first to rush into print.

Not infrequently "Western Letters," depicting the impover ished condition of the people and the ailure of a country from drouth, hot winds, chinch bug3 or grasshoppers are sent east 'by home-sick school boys, who have not been awav from lome long enough to eat up the sand- witches their mammas' put up and could not tell a grasshopper from a coyote, nor a chinch bug from a gopher. To them there is no virtue in an country except their native heath, no insurance against starvation except beneath the fostering palm of mamma's hand. lou know how it is yourself, if you have ever been home-sick. The experience of the teachers of the Lincoln Institution confirms the views here expressed, that the mixed Indian is more exempt from pulmonary disease than the pure Indian; and, fur ther, that if the former are attacked by disease, they offer greater constitutional resitance to it than the latter. This view is also confirmed by the large experience of Captain R. H. Pratt, Superintendent of the Carlisle Indian School, who says in his last report: 'Our experience is, that the mixed bloods resist disease and death from pulmonary troubles better than the full bloods; and our best health conditions are found among those we send out into families due, I think very largely to the regular occupation and varied diet." Similar views have been expressed by Gthers who have resided among the mixed or lialf-breed races in the northwestern part of Canada. These people are said to be strong and hearty, long-lived, and not subject to disease, so long as they remain in their native climate.

They regard themselves as the equal of the whites, and look in a patronizing way on the Indian. Their families are usually very large, and the female sex is said to be very handsome. Quite recently I had occasion to investigate the question whether pulmonary consumption tends to terminate the American Indian? and I then found that nearly all those Indian agencies which show the lowest consumption rate are precisely those which are shown in the table of this paper to contain the largest number of mixed bloods. Of course, it is just possible that the pi'esence and the absence of pulmonary consumption in certain tribes is purely a yet I think, from what has been said concerning the improved physical condition of the mixed Indian it is quite evident that the greater immunitv of these tribes from consumption is due to the fact that they comprise a large element which has a superior power of warding off disease. A study of this subject was made at the Wisconsin agricultural experiment station last season with four varieties, the result in each case being in favor of the large prepared seed. President Cleveland and the" South Hutchinson council attended church on Thanksgiving. Verily the reform administration is not a failure. Congress meets next Monday and the Springer bill to open Oklahoma will perhaps be the first to be eonsid ered in the house, as it i3 at the head of the list on the callender.

Negotiations are pending for the formation of a gigantic pool of all of the railroads west of Chicago. This it is claimed railroad men, is nec essary to avoid certain bankruptcy, Pretty good time right now for Uncle Sam to keep a sharp look.out for He migltt'get some good roads at a bargain. The fact that Kansas is the banner republican state in the union is not the only argument in favor of a recognition of the west in the make-up of Harrison's cabinet. The west is a large country, peopled with a people characteristic for their energj-; their wants and needs are peculiar to their location and are only properly understood by thoroughly western men.
