Brown, upon the contest of Spencer vs. Morey, (of Louisana,) is a sound piece of rhetorical argument. Mr. B. contends that in cases, such us the one instanced, the House should not decide the contest but that it should be sent back to the voters.

It eems from what knowledge can le obtained, that contested or settled upon a claim of el lev's and refused to give possession of the improvements which Kelly had pat upon the place.
