Whekkab, on the twority fifth day of October, 1872, an order was made by iho Board o( County Commissioners of Cloud county, which is in the words and figures following, to wit: WnnitUAS, A petition signed by more than oue-llfili of the voters of the County of Cloud, was on lids twonty-llflh day of October, A. 1 lsT'2. presented to the Board of County Commissioners ot this said County of Cloud, at the court-house showed groat proficiency and spirit.

Musio and its importance was pre sented by Mr. Silvers, of Jowoll county; reading, by Supt. Seubury, of Clay county, penmanship by tho secretary, and calisthonias, by Miss Bagley. AVTORNOON EXERCISKS General exorcises occupied the greater portion of the time. Several short speeches enlivened the exercises and a motion to meet ot Sturgos Hall in tho evening to finish the necessary business and end with a social was carried unanimously, lUtOMISCL'OUS.

Tho exorcises of ouch session woro onlivenod and spiced with good essays ami well rondered musio. Among tho essays read which were especially ablo wo might mention thoso of Misses Burleigh, Catlin, Bagloy, Campbell and Sexsmith. Lastly but not Umstly one i-oud by Miss Cox, entitled "Sunshine and Shadow ot a teachers Lie." Tho citizens of Concordia showod shoir interest in tho cause of education by attending tho instituto daily und filling the house to tho utmost capacity. Tho success of tho Institute was in a considerable measure duo to the ablo and oiliciont aid rendorod by Supt. Mitchell and Seubury, and tho competent corps ol teachers which accompanied them from thoir respective counties, together with the ability added in the person of Prol.

Marble ol Republi" county, and tho other ablo teachers from that and Jowoll counties. About fifty teachers woro constantly in attendance. EVENING SESSIONS. Tuesday evening tho Instituto met in Coui thouso Hall, und listened to a vory able address on "Science of Government and Constitution, by lion E. Jenkins.

Tho Hull was filled with teachers and citizens. Wednesday and Thursday evenings the ciikons and teachers listened to tho State Superintendent, the subject lor tho loriner evening being "Graded Schools," that tho latter "Compulsory Education." Friday evening tho Instituto met in Sturges' Hull. Alter about an hour's exercises which hud been well prepared, tho lollowiug resolutions wero adopted, when tho Instituto lormally closed and a social was made tho order': Whoreas, We, the teachers of tho 12th Judicial District ot the State of Kansas havo enjoyed a happy and glorious week ol profitable and interesting interchange of ideas upon our great work of human therefore, Resolved, tho thanks of' the teachers assembled are justly duo und aro hereby grateiully tendered to tho citizens Concordia lor tho gratuitous entertainment and acts of courtesy received Resolved, That to J. S. Bowon for tho uso of his organ during tho In stituto, and to Messrs Sturges for their 'Hall this evening, wo return our many thanks.

Resolved, That wo inequivocally favor tl enactment of a law which shall compel tho education of all children ot proper ago and ability in our Mate, and wo condemn in un measured terms thoso members of tho Kansas Legislature ol 1872, who disregarded tho numerous wish ol tho teachers of Kansas, expressed through the Judicial District Instituto of 1871, for tho enactment of such a law. Resolved, That all teachers expect recognition as worthy members of our grout fralernit.i should improve every opportunity to attend county, district and Mate lusti utes. Resolved, That a unilorm series ol text books is much needed and tho want thereof severely lolt by tho profession. Resolved, That every teacher should supply hiuisci' witn ono or moro educational journals, and we recommend our own Kansas Ivluca tional Journal as ono which no Kan sas teachoi should be without. Resolved, That a Stale Roard o1 Examiners should bo formed, who should grant State certificates to thoso found worthy.

Resolved, That the standard Of qualification for teachers should bo raised that true merit may reap its just reward. Resolved, That we recommend Mitchell eounU as the placo in which our next Institute lor this district should be held. "Resolved, That in our present Stato Superintendent, Col. II. I).

During last week aoonplo of Texas cattle drovers namod John Koho and James Buckmastor were airosted in town for disrurbing the peace, and fiuod by Police Justice McDonald a small sum. Becoming enraged at thus having thoir 'rights' trampled upon, they determined to lay in wait for anybody that might como along. They had stopped sev eral people, but little notice was taken of it until a wagon load of our citizens were corralled.

Tho party consisted of Messrs. E. J. Jenkins. H.

A. Huntor, C. W. McDonald and V. A.

Brown, who wero on their way to Glasco to attend a political meeting. Whon they had proceodod about seven milos, they were halted by these men, who drew their revolvers and bowie knives on tho party, and made sundry threats, and re fused to let them pass. The arrival of another party scared thoso high waymen and they fled. A posse was raised and Keho and Buckmaster arrosted, brought to town and Keho put on trial bofore Justice Sturgos. After a full and impartial hearing, tho jury brought in a vordiet of guilt'.

Tho sympathetic Justico fined tho prisoner $100 and costs. Not bavng the wherewith to pay for tho fun, a portion of the fine was remitted, and tho Justico and an attorney went the prisoner's security tbey taking a poor pony to reimburse them. Tho culprit was then turned loose, and is probably again roady to stop people and flourish revolvers and knives in their faces. Buckmaster was fined a trivial sum, and will soon be nt liberty. Tho whole trial was a farce on law or justice, and is so cousiJerod by all order loving citizens.

It is just such proceedings as this that compel people to take the law into their own hands. We have given the facts as we learnod them from good authority, and have written this at tho suggestion or 'dictation of no ono. Tho highest price in cash or trade paid for corn, potatoes, butter, eggs, W. E. Crans Co.

17 Personal. Mr. W. E. Goddard, who was for a long time agont of the Southwestern Stage Co at Concor dia, put in an appearance tho other day, looking hearty, His old acquaintances were glad to erect him.

lie is now the agent at Beloit, and informed us that ho was much picas- od with his new location. Wo trust ho will not forgot to puy his old home a visit occasionally. Our esteemed Irieud Brady, who aided Mr. Campbell in opening his lumber yard, is in town and dropped in on us. no looks as nearly as ever and was in the best of spirits We hear that there is some prospect ol his staying permanently among us.

Wo hope ho will for wo want just such men to help build up our town. Hon. D. Houston, of Manhattan, dropped in on us yesterday, looking hearty. Our old friend R.

Kennedy, of Clyde, stopped in the Empire sanctum on Thursday, just long enough to say '-how! He was on his return from tho Solomon. By a notice in to day's paper it will be seen that his grist mill will bo moved to the Solomon, Charley Davis having purchased it. 9 pounds new peaches for $1 at W. E. Crans Prof.

A. II. Holmes, ot Boston, has arrived in town, and proposes to open a dancing school. The first lesson will bo given on Monday night Those who wish to attend can loarn the particulars by inquir ing of him. Four pounds best Rio coffee for $1 at W.

Crans ft store. ulate tho pooplu of the county that the speedy extension of tho above a roaa is rouueeu to a certainty, wo bolieve, if the askod-for aid is voted to thorn. not only so, but by reforence to a proposition which we publish elsewhere, numerously sign ed by prominoot citizens of tho Re publican valloy it will bo soon that un effort is boing made to harmon- izo tho diverse mterosts of tho north and south parts of tho county, and thus at the proper time securo railroads for each by a lair aud cquita- bio division ol county aid, We hopo tho southern portion of the county will receive this proposition in the sam'o spirit of lairnoss and candor in which it is tendered, feeling assured, as we do, that it will do much to remove doubt and dis trust, and to promote harmony throughout the county, not only on railroad questions, but on all others of divided interest. Tho proposition to vote 8125,000 to the J. Ft.

K. road, which is to be voted on on next Tuesday, will unquestionably fail, as we think it ought to. That company asks tho county to give them almost all tho law allows it to givo. If tho propo sition were successful it would leave but little for any railrcad, and would moreover give that company a mo nopoly of the valloy, and place us in tho power of the K. road.

Let us, then, givo that proposition the "go by," and lot tho Republican and Solomon valleys "clasp bauds across the bloody" divido, and thus so-cure a railroad for each valley. AITE3N00X EXERCISES, Th 1 afternoon was devoted to tlio discussion ol differont subjects; tho way grammar should bo taught, being well presontod by Cupt. Little, and the subject of geography and its relation and comparative worth treated with ability by Mr.

Kreger. WEDNESDAY MORKINli. House called to order by Supt. Doran. Cominitteo on permanent organization reported, recommending Supt.

Doran lor permanent chairman, and Win. E. Reid for permanent secretary. Report adi pled- On motion, F. Robinson, Misses Baglcy and Burley were appointed a committee on resolutions, to report at the close of the Institute.

The further exercisos of tho fore uoo consisted of "Primary Instruction," by State Supt. McCarty, road-ing by Mr. Wagoner, and written arithmetic by Mr. Babbit. AFTERNOON EXERCISES.

Tho afternoon exercises began with a lively discussion on pro-giamrne and call of classes, nearly all of the teachers, presont taking a part. Tho exercises consisted of a discourse on physiology and hygiene by Dr. D. C. Atwater; primary in traduction by Miss Emma Patrick, and a general discussion by tho In- nrtitute.

Just at tho close of tho session Supt. Mitchell, of Mitchell county, and Prof. J. S. Shca-er, of Cawker City, put in tboir appearance, and woro introduced to the Institute.

THURSDAY MFRNING. Called to order by F. Robinson- Supt. Doran boing absent, Prof. Mar ble, of Jiopublic county, by request, took bis place on tbc subject ol ele mentary sounds, hunt.

McCarty, by request, occupied about ninety minutes during the forenoon on tho subject of theory and practice. ritten aritbmatic as treated i pon by E. F. Robinson, and English Grammar by Prof. Shearer.

The sentences introduced called forth considerable discussion, and the man ner in which tho Professor disposod of them proved to all present that Cawker City has a hvo and ablo grammarian at least in her schools. AFTERNOON EXERCISES. Promiscuous exercises and goneral discussions occupied the greater part of the time, Supt. McCarty, by continued requests, occupied- the greater part ol the time, it being the last day be could attend. The teachers seemed to appreciate his ability to instruct them in theory and practice and would hardly consent that he should leave the floor.

A paper denominated Scraps," was read by E. F. Robinson, and penmanship ably presented by Prof. Marble, after which the Instituto ad journed. FRIDAY MORNING.

The bent method of teaching advanced classes, by Prof. Shearer, occupied the first hour. Though not exhausted- the subject was well discussed and bandied wi.b ability. Written arithmetic was next broken up and illustrated, by E. F.
