A special investigation and early re port on the prevalence of cancer has been ordered by King Edward. In 1890 the total deaths from this cause in Ireland were 2,145. Bachelder's First Veto. The first bill vetoed by Gov. Bachel-der of New Hampshire is that providing an appropriation of $50,000 to found a state sanatorium for consumptives. The governor's reasons are substantially these: That tuberculosis is decreasing in New Hampshire, that the projects for curing the disease in that climate are largely experimental, and that the state should not at present make such provision for the care of one class of sufferers. Cost of New York Building. A twenty-five story building is to be erected in New York, 100 feet square, and on land worth $100 a square foot, or $1,000,000 for 100 square feet. The building, 325 feet high, will cost only $1,400,000, only 40 per cent, more than the land. Offices are expected to rent for $2 a square foot $800 for a room twenty feet square. Government Waste Paper.

Waste paper from the combined En glish government offices amount each day to no less than fifteen tons. What kind of a miserable, contcmpaible worm of a man is it who will violate a promise and go back on a friend because some boss tells him to, or because a Governor appeals to his selfishness? The men who ought to be pilloried for the defeat of Ed Iloch are the men who had the votes to give and promised to give them, and then, under cover of a secret ballot sneaked out of it.

The Kegister is not defending bosses or bossism. It has always contended that the power which party position gives a man ought to be used to build up the whale party and not a mere faction in it. But it also insists that a man has more no right to be bossed than another man has to boss. When a man is elected to the legislature he goes there under an obligation to carry out the wishes of his constituents so far as he knows them and to exercise his honest judgment on all questions. If he surrenders his judgment to some one else he violates his obligation and deserves contempt and defeat.
