They Don't Want an Investigation. In the United States Senate on February 12th, Mr. Peffer submitted the following resolutions Resolved. That a committee of fWe Senators, not more than two of whom shall belong to one political party, shall be ap pointed by the Vice-President, whose duty it shall be First. To investigate and report generally all the material facts and circumstances connected with the sale of United States bonds by the Secretary of the Treasury, in the years eighteen hundred and ninety-four, eighteen hundred and ninety-five, and eighteen hundred and ninety six.

Second, To investigate and report specially what amount of available funds, classified, was in the United States Treasury and on deposit in other places, subject to the order of the Secretary of the Treasury at the time the bonds were sold orofferea for sale; whether there was or was not coin enough on hand to meet all coin obligations of the Government due at the time said bonds were sold or when they were offered for sale; what obligations were due at that time and the amount of each, stated separately what was the reason for any unusual withdrawal of coin from the Treasury shortly before bonds were sold or offered for sale, if such unusual withdrawals were in fact made, and by what persons or classes of persons and for what purpose or on what account such withdrawals were made; who purchased the bonds, in what amounts, and where, whether in the United States or in foreign countries, and in what proportions, and from what persons or classes of persons the gold was procured with which to pay for the bonds, what the bonds sold for, and what was the market price of our Government bonds at the time; and what effect the bond sales had on the credit and business of the people of the United States. Third. To investigate and report as to the manner of disposing of said bonds, by what authority, and what contract, advertisements, or proposals were made by the secretary of the treasury in relation thereto; what agreements or contracts, and whether oral or in writing, and Special to the Co-operator. The difference in the 'bi-me-tallic" policy towards the two old parties, and towards the populist is marked The old parties can adopt the silver plank and retain every other principle of their platforms, but the People's party must strike out from its platform every other plank except the free coinage of silver! THE JONES SILVER PLATFORM. At the late silver convention at Washington, Senator Jones of Nevada read a carefully prepared platform, designed to be an epitome of "bi-metallic principles, to be endorsed by the double convention at St. Louis next July, and is to be the platform of the joint and several candidates for the presidency who may then and there be nominated. The main object of this platform was to cut out from the Omaha platform all the "isms and lunacies" which now prevent "bi-metall-ists" from supporting the People's Party, although that party is conceded to favor the free coinage of silver.

To get at the inside of the Jones' silver platform it must be considered in connection with the Omaha platform, it was designed to byyourrepresentative. He said: "I was not called to Topeka but wen there for the purpose of seeing Governoi Morrill and explaining the situation here. "I have always said privately that the reason the law could not be enforced here was because the people have no respect for the officers of the law. "That is exactly what I told Governor Morrill. I told him that I had made an honest effort to enforce the law here in Wichita, but that the people here honestly believed that Wichita was being made a scape goat to bear the sins of all the oppo In order that our readers may know the position of the three great parties on the silver question we give below the votes of the senate and house on the substitute for the bond bill, providing for the free and unlimited coinage ot silver.

The vote in the senate was taken February 1, and in the house on February 14. The bill passed the senate, ninteen republicans, twenty-two democrats and the six populists voting for the bill and twenty-seven republicans and thirteen democrats voting against it, as shown by the following: Republicans for Silver 18. Brown, Cameron, Cannon, Carter, Clark, Dubois, Hansbrough, Mantle, Mitchell, Perkins, Pettigrew, Pritchard, Shoup, Squire, Teller, Warren, Wilson, Walcott. Republicans against Silver 26. Al-drich, Allison, Baker, Burrows, Chandler, Cullom, Davis, Elkins, Frye, Gallinger, Gear, Hale, Hawley, Hoar, Lodge, McBride, McMillan, Morrill, Nelson, Piatt, Proctor, Quay, Sewell, Sherman, Thurston, Wetmore.

It develops a sense of brevity in the young ladies, which prove an alluring faculty, as a prize is given to the person telling the best short story.

The Republican primaiies for the city of Topeka, to nominate city officers have been called for March 14 As women are not permitted to vote for justice of the peace and constable, but for all other city officers, seperate ballot boxes will be provided for men and women. Tom Anderson has considerable nerve to think for a moment that he can compete with Cy Leland and Capt. Johnson, as is claimed by the Capital. Governor Morrill and all of his appointees are at sition to the prohibitory liquor law in Kansas, and that while that feeling existed I could practically accomplish nothing. "I told him that there was no use in telling the people of Wichita that this administration honestly intended to enforce the law while police commissioners appointed by him in' Leavenworth and Kansas City and other places allowed saloons to run wide open.

There is no question that the Omaha convention founded a new political church on three cardinal principles of reform land transportation and finance, and that if it had any single idea about it, that idea was "to keep in the middle of the road." Our national committee had a technical right to do what has been done, and if there has been such a change in political sentiment and conditions that the People's Party desires to follow the lead of the national committee, supplemented by the action of the sliver convention, then instead of censure, our committee is entitled to credit for wisdom and statesmanship. FUSION. By the joint action of our committee and the bimetallists, two national conventions are to meet in St.

Louis, July 22, 1896. The silver convention is to have a larger delegation than the populists. Colorado is to have 45 delegates to the People's Party convention, and about double that number to the silver convention. The number of delegates to the latter convention has been arbitrarily fixed, so that the silver producing states and those represented by the managers of the silver movement have entire control of its platform and ticket. States representing about one-fifth of the people of the United States will dictate the policy of the silver national convention.

At St. Louis, the People's Party convention will doubtless be called upon in the name of harmony and success, to appoint a joint committee with the silver convention to report for the adoption of a joint platform and ticket. Such was the policy of the St. Louis conference in 1892. in making the platform of the People's Party, but to that conference all reform organizations were invited to send delegates, but now the case is entirely different.

On the other hand is the People's Party, a political organization more or less perfect in every state of the Union polling at last fall's election about one and a half million votes, and this, notwithstanding in many states populist votes were fraudulently "counted out." On the other hand is a self-constituted body, like a chamber of commerce, no party record and no votes behind it a close corporation, dictated almost entirely by corporation and ex-corporation attorneys, and in the interest of corporations, as is evident from the fact that this silver party demands as preliminary to its support, that every part of the Omaha platform in opposition to corporations and trusts, shall become null and void. PARTY PLATFORM. The Omaha platform enjoys the high distinction of being the sole party platform in the past twenty years, that said what it meant, and meant what it said. The Populist pnrty is the ouly national party whose principles and record have been unswerving for the free coinage of silver, and it is remarkable to say the least that the party which makes the free coinage of silver the paramount issue, should commence operations bv destroy whether publicly and secretly, were entered into by the secretary of the treasury and any other person or persons with respect to the sale and purchase of the bonds; whether any officer of the government, or any person or persons for such officer, and on his behalf, and in his personal interest, and with his knowledge or consent, entered into any contract, agreement, or arrangement, directly or indirectly, with any person or persons, partnership, corporation, company, or syndicate, for the purpose of affecting the price offered for said bonds, or any of them, with the intent and expectation to receive commission or personal reward by reason of such contract, agreement, or arrangement; whether such contract or agreement had any and what effect on the price offered for the bonds, what the effect was, and who, if any person, profited b3r it, and to what extent." It there were a majority of populist senators in that body how long would it take that resolution to pass? Blackburn, Blanchard, Call, Chilton, Cockrill, Daniel, George, Gordon, Harris, Irby, Jones, (Ark.) Morgan, Pascoe, Pugh, Roach, Tillman, Turpie, Vest, Voorhees, Walthall, White. Brice. Caffry, Faulkner, Gibson, Gorman, Gray, Mitchell, (Wis.) Lindsay, Martin, (Va.) Mills, Hill, Murphy, Palmer, Smith, Vilas. Populists for silver 6. Allen, Bu tier Jones, Kyle, Peffer, Stewart. All the gold of Threadneedle street; all the influence of Wail street could not for a moment move the Populist senators to prove false to their principles, false to their constituents.

The bill next went to the House where it met its death at the hands of the Wall street cohorts. There it lies buried and on its tombstone may be inscribed this epitaph Here lies a measure for the relief ot the men and women who by their toil have made this country all that it is; a measure that was intended to help those who have borne the heat and burden of the day, killed by those who toil not nei supplant. Sen. Jones carefully eliminated from the financial plank of the Omaha platform that clause which demands the abolition of private and corporate banks of issue; also the clauses which provide that government treasury notes shall be loaned directly to the people on real estate or other security, or, be paid out by the government for national improvements. Whatever construction the language of the Jones' platform might otherwise bear, we have a right to assume that his platform is opposed to the abolition of private and corporate banks of issue, or to government loans directly to the people, or to the payment of treasury notes for public improvements.

Sen. Jones in his platform has not only omitted the means specified in the Omaha platform, but he has provided no means whatever for the circulation of his government cur that the prosecutions ip this city were prompted by a vicious motive. "I am candidly of the opinion that the police commissioner system as a means of enforcing the prohibitory liquor law is a fiat failure and I so stated to the governor. I told him the law would have to be enforced by home rule or it would never be enforced at all." "What will Governor Morrill do about it?" "Well, he has taken the matter under advisement and while I cannot tell what he will do I believe that inside of a week he will abolish every board of police commissioners in the state." "And in the meantime what will you do?" "In the meantime I will continue right along doing my duty and try to convict every man who violates the prohibitory liquor law but I hardly hope to succeed very well." He says he told Morrill that the administration should at once inaugurate a war on the joints of Kansas City, Atchison, Leavenworth and Topeka, or else that it might as well call the war on Wichita off Mr. Campbell says that it will do no good to make war here so long as the state authorities make no effort to make war in other towns of the state where the prohibition law is violated more openly.

There was a spirited contest between the larger cities of the State for the honor of having the State convention of the People's party. It seems foolish to contend for the convention of a party according to the Capital and Journal tha" is dead. The Topeka State Journal wants a receiver appointed for the government. Dan't be too rash in the matter. That is the trouble now.

The government has been in the hands of and English receiver for the past thirty years. The stockholders will meet next November and elect a business manager who will put affairs in shape and on a paying basis.
