Ta the voters and of Perfietd township: Fellow citizens, on the above date a few of the citoens to the number of 13 or 1 1 from the three townships in-Urekted in the sugar milt bonds votod last fall, met the repwenUtive the Sterling syrup v0'51.

ia thiscitr, for the porpose of hearing and considering a proposition to errect a syrup ana sugar mill at Lakin, or more truthfully stated for the rtneval of the old syrup works from Sterling to this On the assembling of the people, mention was made that but few of the people interested were present, and for the reason that it was not generallf known that such a meeting was to be held A statement was made that a call for tha meeting bad been made and given to one of the psitcrs ot the city, ana that the notice had been put in type but had to be taken out to make room for other matter, the importance ef which was not stated Any one wbo has for tbe past five or six yean atched the course of the Lakin bond nianinulators. know that meet in us of this character have not usually been well advertised. Hence the excuse offered at this time, can only be fully accepted and appreciated lv that rare genius commonly called a Tenderfoot "Already set npr but taken out for something else. Prsy tell ns did that something else interest or effect the taxpayers more than the 115,000 about to be saddled upon them? A very crude proposition was submitted by the gentlemen from Sterling, which briefly stated is as rollows: "iiiat the bonds already voted should be re funded." And for these bonds they would snlln a mill of 150 barrel capacity per day, and pay tl-50 per on for cane, and put up a good and sufficient guarantee bond for faithlul performance of the contract on their part A further statement was maae that if their prmwaition was accepted. they would remove their entire plant from Sterling to Lakin.

Assigning as a reason for their desire to move to this place that the works at Sterling were errected at their own expense, and that alter they were built bonds were voted and other mills erected, thereby causing competition to an extent as to compel them to raise their own cane. Just here let us ask the question, did the people of Ster ling lind these works up to grade? If thev found that the syrup works of J. M. Hanna fullr met the require ments of the farmers, did they not do a vcit unwise thing when they veted aid and encumbered themselves with lunula to bring in other mills. The taxpayers of this district should care-lull consider this and other important questions bearing upon the utility of una mill.

1 lie condition of oilier counties that have voted aid to similar enterprises should be considered. It is needless to point them out, they are all around us, they are our neighbors. The indebtedness of Kearny county is already quite heavy. The season for cane planting is fur advanced, the business of sugar making for protit, is still largely au experiment For these and ot her reasons that could bo urged, would it not be the part of wisdom for us to wait and profit by the experience of other communities that are hotter able to take upon themselves these financial burdens. Then if the quality of the cane and beets that will be grown here this season stands the test for good sugar making products, and we still desire a sugar mill, let us go into the open market and advertise for a proposition to build a mill, where we can get the best and latest machine ry known to give entire satisfaction.

fhea if the people, pot simply a dozen but a majority of the voters in the district represented by the bonds, are in favor ot a proposition to build a mill, and vote tbe bonds, then and not until then, we say, so mote it be. NATIONAL ENCAMPMENT G.A. R. To the r-KorLt or Kansas: For several years our beloved State has been cruelly maligned by those whose interests were hostile to Kansas immigration. Misrepresentation of the nature, character and quality of our soil, our people aud our lawsi has been freely indulged in by many whose aim was simply to prevent the influx of capital into our state.

The credulity of the misinformed has been imposed upon, and thousands of home-seekers hare been directed from or carried through our state when familiarity with the facts would have located them in our midst The limitless resources of Kansas, the boundless wealth within onr borders, which eagerly awaits the active, the energetic and the industrious, has, through this systematic disparagement failed to suitably impress the minds ot those contemplating a change of habitation.
