The Quasi Legislature have pasoed a bill, and called it a Uw, organizing various counties throughout the Remiory, fixed the county seats, elected the officers, made proriaiun for the col lection of taxe. and devised every measure, as they conceive, for setting the entire machinery of Government in motion. The total will not fall much short of materials, but no accident over occurred on account of them. The company used every effort to detect the perpetrator, and placed the matter in the hands of Pinkerton A Co. After the arrest of the men at Calumet station by Pinkerton a few weeks ago, the depredations at White Pigeon were sna-pended, but the detectives continued their investigations to find out the criminal, and after a long and trying effort succeeded. Mr. Pinkerton fastened the crime upon a young man named Alonzo West, who was arrested a few days ago, indicted in the St.

Joseph Circuit Court at Centreville, and plead guilty to the charge. The sentence is deferred for the present. West is the son of a farmer living near the road and is about seventeen years of age. He says he obstructed the road merely to see a "smash up;" that he did not deaire to kill any one. He has respectable connections whoj are overwhelmed with distress at the revelation of his crime.

The storm which is now raging on the shore is perfect hurricane on the lake. Steamer Traveler has just arrived. About two miles south of the mouth of the river, the steamer Sevastopol i. ashore. She is high on the bar and the waves breaking over Men, women and children are seen on her upper deck, wringing their hands, evidently exrtmV immediate death.

She is much broken upT an! will probably go to pieces unless the storm abates. A schooner is also ashore a few rods nearer the nver. Two men from the steamer undertook to swim ashore one was drowned, the other succeeded in reaching the shore. There are a large number of passengers on board the steamer. A steamer is now on the north point the river.

She is probably one of the Cof hngwood line. G. S. Hubbard, Express Messenger, who left Milwaukee yesterday afternoon brings us the following, also from the American. 1 o'clock, P.

M. Our Reporters have just returned from the beach where lies the wreck of the Sfiattopol and the schooner Rociwell. All the passengers, except four or five drowned have been taken ashore in the Harbor Life Boat, which was most heroically manned bv Capt Stewart of this city. Several of the horses were also saved, and considerable of the light baggage of the passengers. Most of the passengers and crew only succeeded in getting to the shore without hits, coats bonnets, or other article of apparel, except sufficient to cover their nakedness.

The Sebastopol ia a total wreck, and must entirely break up in a few hours. She was loaded with about 800 tons of merchandize, mostly dry goods for Milwaukee and Chicago. The specolaiive feeling at present existing among farmers, and which induced them to ithhold their produce in consequence of the decline experienced a short time since, has thus defeated its own purposes and found them uuprepaml to take advantage of the improvement which ha since taken place and which would have absorbed a large supply at liberal price. It is a very questionable policy which retain in the producer hands any very large proportion of his crop after it can be conveniently niade ready fc-r market. A large army of ageuta transporters and factors of various degrees of influence is reqvuute to move the crops of the country from the bands of the producer to that of the con turner. To do thi avuccessfully Is also required an extended and intricate arrangement of capital and facilities which for the good of all concerned should be bard upon certain and reliable contingents, and not upon the opposite of rhame or circumstance. That this should be efn-cud wiih fair and reasonable profit to the I undertakers thereof as much to the interests of the farmer as to their owu.

Iu accordance with this arrangement we have a swarm of officers, elected by representatives of Missouri mob in our vicini-tv, to enforce the enactments of a set of bacchanalians who are laboring to imitate the lava of a Draco. To cap the climax of their wickedness a sheriff and prosecuting attorney were elected who reside in Westport, and have never been resident of the Territory. Mr.

Jones, the elected sheriff, has heen, until within ten davs, and is prubablv to-day, the postmaster at Westport, Mo. Mr. Hutchinson, the prosecuting attorney, is a practicing lawyer there. It is surprising to see the humiliating condition which the slave power would reduce us had they the power. It tssuposed they will attempt to enforce aome of their infernal enactments against citizens of this place, aud that wa the reason why it was best to elect a sheriff and prosecuting attorney iu Missouri, because they could get help from their owu State to enforce their laws.

Poor men! We advise them to read the early history of Vermont, aud the incidents connected with the New Hampshire Grants," and if they do not come to the conclusion that it is not expedient to attempt to enforce laws upon a people contrary to their consent, then let them come aud get some ex peri en of their own. After allowing the per-diem to members, the Board adjourned to the first Monday in December next By persons who left Milwaukee yesterday morning weUearn some further particulars. The vessel and steamer both wenti ashore in consequence of mistaking the lights of a house on tlie South Point for the lights of the city of Milwaukee.

The steamer is loaded with merchandise, mostly for Chicago, and had on about sixty passengers, of whom ab out forty wero women and children. The men drowned in getting ashore from the steamer in the moruiug were in a life-boat with the captain, endearoriug to run a liue from the steamer to the shore. The boat swamped aud three men were drowned. The captain reached the shore. The steamer struck about twenty rods from the shore, which is represented to be a stony beach.

There were a great many new cases among families in healthv sections which have heretofore escaped. In Baltimore this miaming a meeting of ladies was held to enable the orphans to be immediately brought here. Large subscriptions have already been made, and nurses aud physicians have been provided also provisions in sufficiency! support tba children a year. Some months having elapsed without his appearance, they are sent in here for exchange. They are worth together 14.50, and are so old that their fellows have long since passed out of circulation. It must be a dire extremity which compels the family in which they have become heir looms, to relinquish their ownership. They are Americans, and their progenitors were living in Pennsylvania at the time of the Revolution, when this rmmuy came to them.

It is not a little singular that such slippery stuff as money should be retained in a few hands so long a time. If any one is curious to know how much it might have been increased in the meantime with compound interest at six per cent he can make the calculation, and will perhaps be surprised at the result. The Lipau Indians are encamped on the other side of the Rio Grande, within live or six miles of Laredo. They cross over and commit depredations on this side, and defy pursuit and punishment by taking refuge on Mexican territory. Col. Riddell, but lately refurned from Mexico, says the Lipans steal horses from United Stales citizens, and bring them down to the river to water and bathe them in full view of the owners, and they cannot help themselves, as it is contrary to the treaty to cross over and chastise the thieves.

This state of things should not be allowed to exist. If the government of Mexico will not restrain these Indians, our own government should take steps to do so. Iu the event it fails, the people of Texas will be compelled to take the matter into their own hands. They can and will cross over and break up this den of marauders. We learn from the Sau Antonio ZfJeur that Lieutenant Randall recently fell upon a party of Indians near Fort Davis, killed ten of the number, forced two over a precipice sixty feet high, and took one child prisoner.

Only two oul of fifteen Indians escaped. The correspondent of the Ledger says The guide killed the chief, and Lieut. Randal! scalped him. Eight horses were captured. About half of the party were women, but dressed us men, and their sex was not known until after the killing.

It is generally anticipated here that the news will go to show the quiet consolidation of the new Provisional Government In examining the previous accounts the important fact will appear that the Provisional Government is to a considerable extent a continuation of Santa Anna's Government. Carrera himself is a friend and partisan ol Santa Anna, having been a sort of Inspector-General of Ordnance, and General-in-Chief of the Department or Federal District of Mexico. He is a little man of sixty years of age, and has uineteen sons aud six daughters, and, like many of his cotemporaries in the United Slates and elsewhere, never lost an opportunity of securing a bit of patronage for the advance of one of the same.

His vote as against La Vega was 26 to 18. In view of his obvious connection with the discarded system, the friends of Alvarez and Comnnfort in the city of Mexico have issued circulars to those chieftains, warning them not to come into the city, except at the bead of their forces. It is thought improbable that any commercial treaty can be negotiated with this government and General Gadsden. He had quarreled with the preceding administration, and there is small prospect that he will accord any better with Ibis. Nicholas, of this county, sowed oue bushel of Canada Club Wheat this spring, and has harvested therefrom forty bushels and four quarts of excellent wheat, weighing fifty-nine pounds to the bushel. The seed wheat was measured last fall, and had, in the mean time, been exposed to the usual incidental slight waste, and the crop was not gathered with any particular care, and without any reference, at the time, to its being made public.

Taking these things into the calculation, and the vield could not have come short of the rate of" fifty bushels to the acre. Mr. Nicholas recommends the Canada Club to the farmers of this State. If there is a class of unfortunates among us for whom our commiseration should be excited, it is that, of the miserable creatures who lose their reason, and through poverty are thrown upon the charities of a common Poor House, so little adapted to alleviate their sufferings or improve their condition. We give place to the following extract from a late report of Dr. Orrin Peak, County Physican, hoping that its suggestions may be heeded: In the Insane department there were at the commencement of the quarter twelve.

One of these has been removed by his friends. Six have been admitted, of these two have been sufficiently restored to be discharged and one has been removed by friends, leaving now in this department fourteen. It gives your physician pleasure to report a decided physical improvement of all (except one) of the inmates of this department and in some cases a marked mental improvement. One of the two that for so many months seemed insep-erable from their bunks'never uttering a syllable and exhibiting very little more than vegetable life, now daily walk in the beautiful enclosure fitted up by your building committee for the insane, sings the airs of her native land and adopted country and adds much cheer to her circle by her merry laugh and sprightly conversation. The other is so far restored that it is no longer necessary to retain her in the insane portion of the building.

She sits in her chair, converses with her fnends, and were it not for the fixed flexed attitude of her li nibs, attained by her long dormant position, she, too, could again move among her fellows. The difficulty in her limbs we hope soon to obviate. This improvement of the lunatic portion of inmates we deem mainly attributable to their removal from the dark, loathsome cells in which they have been confined, to an open court where they can enjoy the light of day, Dreathe a pure atmosphere, and bring their muscles to a natural use. We hope soon to see the long wished-for bathing rooms, and then if the season could be stayed for a while, so that we could avail ourselves of these improvements, much could be hoped for this unfortunate class. But if they are doomed be constantly kept during the lenient months in the cold, dreary, offensive place now furnished for them, we cannot hope for further mental or physical improvement, and all that is or may be gained must inevitably be lost.

We learn that a man named Cornelius Leary was run over and instant- ly killed by a freight train, on the Galena Road, short distance east of Union Station, about 7 o'clock on Monday morning.
