Registration of Warrants. School officers are urged to read carefully article 18, page 86, of the school laws of 1S91. This law so far as it concerns public schools directs that no warrants shall be issued by any school-district board, or board of education, except on audited account duly itemized in writing and verified by affidavit, setting forth that the same is just and correct and remains due and unpaid. Directors of school districts, presidents of boards of education, and the respective clerks thereof, shall have power to administer oaths. This law further provides that warrants are to be countersigned by the treasurer, by whom a record is to be kept, and that warrants not paid when presented to the treasurer shall have endorsed thereon a proper registered number, and a record of such warrants must be kept by the treasurer, that they may be paid in the order of their presentation as shown by such register.
