A number of masked men entered the court house at Osceola, tbe county scat of St, Clair oounty, Missouri, and took out the books containing the tax levy. The men carried the books into a graveyard lust outside of Osceola and destroyed them with fire. The occurrence took place on the night of May 20th.

One of them is Troxell, of Cumberland, and tbe other one is unknown. At five o'clock on the eveniii2rofhe29th cyclone swept across tbe country three miles north of Bolkow, tearing down houses, up rooting and twisting off trees, and destroying property oi an descriptions.

It moved id i circular motion with a velocity of sixty miles per hour in a northeasterly direction, and when several miles east of Barnard suddenly disappeared. A track of territory half a mile wide was devastated by the whirlwind. The full extent of damage has not yet been aseer- taincd. FATAL ACCIDENT. An investigation into the death of II.

H. Ellis, a farmer in St. Clair -county, on the night of tbe 22d, supposed to bare been caused by Jack McMahon, shows it was accidental. the gun being discharged while Mr. Ellis had his mouth over tbe muzzle and foot on the hammer.

Ellis bad just learned of bis daughter's criminal intercouise with McMabon and started to kill him. Just before be reached the bouse the fatal shot occurred. DHOCSTI.liO DEATHS. Nine children drank from a small stream near Newark, Vermont on May 28th. The water bad been polluted by the carcasses of a horse arid several sheep, and were poisoned.

After which the bill introduced by Mr. McDonald antborizing tbe employment of militia and naval forces in certain cases, and to repeal the election laws. He claimed that tbe respective States have absolute right to prescribe the machinery for conducting elections. At the conclusion of Mr. McDonald's address Mr.

Ed munds expressed his intention to apeak on the subject when it again came up. Tbe President pro tern announced bis signature to the legislative appropriation bill which now goes to tbe President Tbe bill relative to transportation af animals was taken up, and the senate went into executive session and soon after adjourned. There was introduced in the Senate on the 27th a memorial of ex-soldieis and sailors of Providence, Rhode Island, protesting against tne violations oi tne service reform, es pecially in relation to the appointment of cus torn officers in Providence, and alleging inter ference by federal officers in elections. The Senate proceeded to consider the cattle trans portation matter. An amendment to provide for the appointment of inspectors was lost.

It was then moved to limit the length of time for which cattle may be kept without unloading for food and water to 21 hours, instead of IS hours. After debate it was rejected. A Sena tor from Delaware moved to strike out the clause requiring railroad companies to give tne ngnt oi way to stock trains above all oth er freight trains. He thought other freight, such as perishable fruits, was as much entitled to speedy transportation is live stock. Tne matter bad better be left to tbe regulation of the companies.

A Senator from Colorado an amendment which would confine the description as to giving right of way to stock trains, to railroads whose lines lie with in more than one State. The amendment was adopted and then the whole subject was post poned tin tne nrst aionuay oi uocemoer. xne Din relative to tne removal or cases from State to federal courts came up in the morning hour in the House on the 27th. The Republicans then resorted to tbe policy of withholding their votes, and this made neces- ary a call of the nouse. The call was follow- ed by a roll call, on a motion to dispense with iurtner proceedings, ana, tne morninsr nour nav uk ti.

The House then proceeded to consider tn8 bill Dy sections, iwo or tbree amend- ments were offered and rejected. After which the previous question on the whole bill, which was seconded and the senate bill was passed without any amendment, so that all that was necessary to make it a law was the President's signature, The memorial offered bv tlia ex-soldiers and ex-sailors of Bbode Island was discussed in tbe morning hour of the Senate on the 28th, The bill to make subsidiary coin exchangeable for lawful money, and making such coin legal tender in sums not exceeding $20, was taken up. An amendment was offered and adopted substituting $5 for $20 as tbe amount. Ibe fourth section, making silver coins of the face value of 25 cents and under, receivable for postage, or on purchase of postage stamps in sums not exceeding three dollars, was striken out.

The bill was read three times aid passed. A Senator from Vermont made a motion to reconsider this vote but tbe motion was lost. In the House on the 29th tbe bill for ascer taining tbe result of presidential elections was reported. The House then engaged in the business of the morning hour, the bill relative to the removal of cases from tbe State to the federal courts. The Republicans refusing to vote, the House was without a quorum, and a call oi the House was ordered.

Tne morning hour was used up by dilatory motions, without any advance being made in the bill. A mem ber from Illinois sent to the clerk desk a proposition to amend the rules: First, by re ferring to the committee of the wbole any pending measure reported in the mornine hour, but not disposed of; and, second, that when the quorum has not voted, tbe speaker shall count the House, and if there be quorum present, business shall proceed the same as if a quorum had voted. A member from Michigan objected to the proposition be ing either received or read; and tbe Repub licans, under bis lead, again resorted to dil atory tactics. A bill to convert gold in the treasury into silver and to issue certificates therefor was refused. The House then pro ceeded with District business and ruled that other business was out of order.

A member from New York said that he desired to report irom tbe committee on ways and means a res olution fixing the date of the final adjourn ment of Congress, but it was decided that the resolation was out of order. In the Senate on the 29th the resolution refer tbe petition presented by Sir. McDon- i. ii 1 tion to which lihode Island was entitled in Congress, in consideration of her property qualifications. The first resolution was adopt and the morning boor expired before tbe discussion closed.

The Senate then took up McDonald bill to authorize the nncof mili tary forces in certain cases. Mr. Wallace moved to strike out the fifth section and sub- stitnte what were known as the political clauses tbe legislative bill.
