We are mighty thankful that Kansas has a man at the helm who knows what is right and who has the moral courage and sand to back up his honest convic tions.

PROPOSED TAXATION. One of the most important measures that will come before'the present legislature is that of taxation. Senator Waggener of Atchison is out with a biir which provides for two state tax commissioners, to be appointed by the governor, and it will be the business of these commissioners to have supervision over all the assessors in the state and see that all property is assessed at full value. The bill makes it a crime to conceal property from the assessors and any assessor who willfully overlooks property is liable to fine and imprisonment, and if negligent in his work shall be removed from office. If a county board of equalization fails to do the work properly the state commission will have the power to reconvene such board to da the work again.

The board will also be empowered to compel corporations to file reports of tbeir capital and the value of their property each year. The bill renders week. All orders by Thone as well as in person will be looked after with the greatest care, and delivery made promptly to all parts of the city. Boards of health have issued warnings against the use of oysters from beds contaminated with sewage.

In England where drastic measures are more capable of execution than is generally the case on this side, the laying down or taking up of oysters in the vicinity of sewage outlets has been made a punishable offense. The oyster industry of places in this country and in Great Britain has been seriously injured if not destroyed by these warnings and orders, and the oyster scare in the last two seasons banished the toothsome bivalve from thousands of homes where it had been a welcome visitor during the months of previous years, says the Cleveland Plain Dealer. It is solemnly announced, with all the weight that medical names of more or less prominence attached to the statement could give, "that the oyster had a strong predilection for typhoid germs; that when a flood of sewage swept over the oyster beds the shells of the bivalves opened hungrily and by natural selection the typhoid germs were separated from the other sewage richness and greedily devourefl, or absorbed, by the oyster. The French government some time ago determined to settle' the question of the impeccability or guiltiness of the French oyster, and incidentally of oysters of all nationalities.

A distinguished scientist, Prof. Giard, of the Sorbonne and of the Academy of Sciences, was sent on a roving commission to examine every oyster bed In France and also to determine the probability of contagion being carried by these shellfish. Prof. Giard's report has just been made. It is a magnificent vindication of the oyster.

Not only are the French oysters pronounced harmless and healthful, but, Prof. Giard emphatically adds: "Oysters cannot In any case convey typhoid ferer." This is great news. At noon Tuesday the legislature elected Tom McNeal state printer, he receiving the entire republican vote. The nominating caucus was held Monday afternoon, when McNeal received 98 out of the 123 votes. The other candidates were Junkin of the Sterling Bulletin and Gomer Davis of the Concordia Kansan. The election holds good until 1907, when a state printer will be elected by the people. In our way of thinking the legislature could not have made a better selection for state printer.

Tom McNeal is a man of rare ability in many ways. He is a kindhearted, charitable, wholesouled fellow and 1 everybody likes him. That he is capable of managing the state printing office to the entire satisfaction of all, there is no question. His work on the Mail Breeze vouches for the capabilities of the man. Politically he has always carried the republican banner and if possible a little higher than the other fellow.

The supreme court has reversed the decision of the lower court in the case of Senator, Burton. It has developed that owing to prejudice the senator did not receive a fair trial at St Louis so will be given another hearing. He will not resign his office. The present state administration can truly be called an "editorial administration." Governor Hoch is an editor, likewise his private secretary, Tom McNeal, the state auditor, state superintendent, two members of the senate, three of the house and the secretary of the senate. A resolution asking Senator Burton to resign was brought before the senate Tuesday and was turned down in-stanter.

Uncle Cy was the father of the resolution and it was only a manifestation of the factional spite and personal feeling that he is still harbouring in his' breast. There was a time when our physicians would have resented what would have seemed like an official interference In ordering them to report all pneumonia cases in their practice. But that was when pneumonia was regarded as noncontagious, says the Brooklyn Eagle. Now that we have the best of reasons for believing that it is and especially now that the disease is increasing to a degree that justly cr-cites alarm, the insistence of the health authorities in obtaining reports on its appearance will be only proper, and the same measures will doubtless be taken to check its spread that would be taken to prevent the spread of smallpox or diphtheria- An order to report all cases has been issued to superintendents of hospitals, homes, dispensaries and other public institutions, and there is no doubt that it will be extended to cover cases in private practice.

The systematic study of the disease has been undertaken by the faculty, and in order to make that study effective a consensus of facts and views must be obtained, relative to its course in persons of certain ages and in certain districts, of certain employments and certain nationalities, of certain habits and modes of life. From the comparison of a thousand cases valuable data will be obtained respecting prognosis treatment and disinfection. It may even be that a specific antitoxin will be found, or that the disease may prove itself capable of cure through inoculation. A commission is now at work upon this subject, and it has 12 bacteriologists in its employ. Probably it will be found that pneumonia, like typhoid diseases, is largely a result of environment, and that it will yield, at least measurably, to cleanliness and better living.

We have abolished the plague, we no longer fear smallpox, and cholera has not been able to obtain a lodgment on our shores. We are becoming confident that pneumonia and even cancer will prove themselves amenable to therapeutic agencies, and that preventive measures' will postpone the death of thousands.
